G.O.Ms.No.55 Municipal Administration and Water Supply (MA2) Department dated 29.04.2005 ORDER The World Bank has proposed to assist Government of Tamilnadu for undertaking a comprehensive urban transportation project to meet the challenges posed by rapid growth of Chennai Metropolitan Area. Chennai is the fourth largest Metropolitan City in India having an extent of 1172 Sq.km. with a population of 11.05 Million. The rapid growth of the population and its consequent impact on the transportation network in Chennai Metropolitan Area calls for urgent intervention of the planners to study and put in place appropriate policies and programmes for implementation in a time bound manner. As part of the exercise, Government of Tamilnadu has decided to implement a project for the Chennai Metropolitan Area in Traffic and Transportation sectors on the guide lines proposed by the World Bank under TNUDP-III at an estimated cost of US $ 150 Million to be implemented over a period of 5 years with funding assistance from World Bank. 2. The scheme is to be implemented by a Project Management Unit to be set up in Chennai Metropolitan Development Authority. The Project Management Unit (PMU) will service the Committee at Government level to be constituted as per directions in the reference 8 read above for clearing sub-projects. The approximate annual expenditure for the PMU works out to Rs.2.2 crores to be met from the project cost. A Project Monitoring Committee (PMC) under the Chairmanship of Vice-Chairperson of Chennai Metropolitan Development Authority will also be constituted for implementation of this scheme, which involves inter-departmental co-ordination and cooperation with Department of Highways and Rural Works (DHRW), the Police Department (Traffic Wing) and the Chennai Metropolitan Development Authority. 3. The traffic and transportation component proposed under TNUDP-III is expected to cost US $ 150 Million. Of this, the assistance from the World Bank would be US $ 123 Million and the remaining US $ 27 Million would be the share of Government of Tamil Nadu. However, the entire amount will be released as grant to Chennai Metropolitan Development Authority through Tamilnadu Urban Infrastructure Financial Services Limited (TNUIFSL) under TNUDP-III. A separate fund called Grant Fund –III ( GF-III) , would be set up and would be managed by Tamil Nadu Urban Infrastructure Financial Services Limited. Separate orders will be issued on the administrative arrangements for the management of Grant Fund-III and release of funds from GF-III to Chennai Metropolitan Development Authority for implementation of sub-projects. 5. The Government, after careful consideration, approve the Traffic and Transportation Project under TNUDP-III, at a total project cost of US $ 150 Million. Approval of the Government is also accorded for the following:- Constitution of Project Management Unit in the Chennai Metropolitan Development Authority for implementation of the Traffic and Transportation Project under TNUDP-III; Constitution of Project Monitoring Committee in Chennai Metropolitan Development Authority (CMDA) for inter departmental co-ordination and cooperation; Constitution of Committee at Government Level for according administrative sanction for various sub-projects under the TNUDP-III component; Approval for institutional framework for this component as in Annexure-I Project implementation plan and phasing for the transportation component as in Annexure-II; vi) Procurement plan for consultancy studies as in Annexure-III. Orders on item no. (iii) will be issued by Municipal Administration and Water Supply Department separately. 5. This order issues with the concurrence of Finance Department vide its U.O.165/SS (LK)/05 dated 27.04.2005.
