ORDER:

At present the road safety programmes are undertaken by different Government Departments. However, there is no regular budget provision exclusively to undertake such programmes. These programmes are funded from the overall budget allocation of the Department. Consequently these programmes do not receive adequate financial support. Even if there is allocation in some department, it is found to be very meagre and inadequate. Consequently the departments have to look forward to Government each and every time for additional funds. This naturally delays the pace of implementation. In some cases, the departments have to search for sponsors which also tends to delay the programmes.

 

2. To overcome the difficulties discussed above, a suggestion was placed before the Government, that a ‘Road Safety Fund’ shall be constituted, out of the receipts of the Spot Find and compounding fee collected in Tamil Nadu to finance exclusively the road safety programmes. The Cabinet endorsed this suggestion on 28.9.99. Hon’ble Minister for Transport also announced in the State Assembly on 26.4.2000 that a Road Safety Fund shall be created in Tamil Nadu.

 

 

 

 

3. The Government after detailed examination hereby orders as follows:

 

    1. A Fund called, ‘ Tamil Nadu Road Safety Fund’ shall be constituted out of the receipts from sport fine and compounding fee collected in Tamil Nadu . Allocation to the fund shall be made to the Fund every year.
    2. b) The fund shall be administered by an Executive Committee headed by Secretary to Government, Home Department. The Joint Transport Commissioner(RS) shall be its Member Secretary.

    3. Road Safety Programmes recommended by the Road Safety

Commissioner and others received by the Government will be considered by the Committee and financial assistance ordered as per the guidelines issued from time to time.

 

 

    1. Details regarding the composition of the Executive Committee, its day –to- day functioning, schemes eligible for assistance under the Fund, mode of payment etc. will be issued separately.
    2. This order issues with the concurrence of Finance Department, vide its U.O.No.2286/FS/P/2000, dated 17.7.2000.
