ORDER: With the rapid increase in the number of road accidents, the need to enforce road safety ,measures effectively assumes great significance. The success of any road safety programme lies in clearly framing its strategies and their faithful implementation. Besides, road safety requires the co-ordinated efforts of Government Departments concerned. State Transport Undertakings , Non Government agencies,Association of road users, consumer groups etc. A regular system of monitoring and coordination of the various agencies at the field level is also necessary. 2. At present road safety measures are undertaken by different department with reference to their priorities on an adhoc basis. No authority is coordinating officially the activities of those agencies. Consequently the desired results are not achieved. Besides there is no agency to advise the Government on framing road safety policies and the long terms and the short terms programmes to be undertaken. 3. These issues have been under Governments consideration for quire sometime. They felt that a Senior Officer of the Government should be nominated as the Road safety Commissioner to advise the Government on the road safety policies, oversee the road safety programmes and provide effective coordination between various agencies involved in road safety. Honourable Minister for Transport also announced in the State Assembly on 26.4.2000 that a Road Safety Commissioner shall be nominated for the entire State. 4. Accordingly, the Government hereby nominate the Special Commissioner and Transport Commissioner as the Road Safety Commissioner for Tamil Nadu with immediate effect 5.To ensure effective coordination between various agencies, the Road Safety Commissioner will conduct periodical meeting with the heads of Police, Highways (both National Highways and Highways and Rural Works Department) Transport Corporations, Pollution Control Board, Civil Supplies Department, Executive of local bodies, besides Non-Government Officials and other experts in the field. The Institute of Road Transport will serve as the Secretariat to the Road Safety Commissioner in collection of details analysis of statistics, conduct of meeting etc. 6. This order issues with the concurrence of Finance Department vide its U.O.No.2296/FS/P/2000, Dated 27.7.2000.
