ORDER: 

In the order first read above the Government have constituted a ‘Fund’ called “Tamil Nadu Road Safety Fund’ out of the receipts from spot fine and compounding fee collected in the State. It was also ordered therein that the fund shall be administered by an executive committee headed by Home Secretary. In the G.O second read above, ‘Tamil Nadu Road Safety Fund Rules 2000’ have been issued prescribing for operating the fund.

2) The Government after careful examination sanction a sum of Rs.2 Crores (Rupees Two Crores only) towards Road Safety Fund for the current year (2000-2001). 

3) The expenditure sanction in para 2 above is debitable to the following head of account:

“2041 – 00 – Taxes on Vehicles – 800 – Other Expenditure – Schemes

  in the Ninth Five Year Plan – II State Plan – JA – Implementation of Road  Safety

  Programmes – 09 – Grant in aid – 3 – Grants for specific Schemes.

  ( DPC 2041 – 00 – 800 – JA – 0931 ) “. 

4) The expenditure sanctioned in para 2 above is an item of “New Service” for which the approval of the Legislative have been  obtained in the Final  Supplementary Estimates for 2000-2001 presented in the Legislature on 31.1.2001. Necessary provision has been made in FSC/FMA 2000-2001.

5) The Joint Transport Commissioner (Road Safety) who is the Member Secretary of the Executive Committee is requested to take action to sanction schemes within the sanctioned limit.

6) This order issues with the concurrence of Finance Department vide its U.O.No.112/DS/2001-1 dated 16.2.2001.
