ORDER:
In G.O. read above, the Government have constituted a fund called “Tamil Nadu Road Safety Fund” out of the receipts from spot fine and compounding fee collected in the State to finance road safety programmes. It was also ordered that the fund shall be administered by an executive committee headed by the Secretary to Government, Home Department and the Joint Transport Commissioner (Road Safety) shall be its Member Secretary. In order to operate the fund, the Government have framed detailed guidelines in consultation with the Transport Commissioner. Those shall be called ‘Tamil Nadu Road Safety Fund Rules 2000’ and the same are appended to this order.
2. The Director of Stationery and Printing is requested to publish the Rules for the ‘Tamil Nadu Road Safety Fund’ in the Tamil Nadu Government Gazette in the ensuing issue and send 100 copies to Government.

THE TAMIL NADU ROAD SAFETY RULES 2000
1. SHORT TITLE AND COMMENCEMENT:
These rules shall be called as “The Tamil Nadu Road safety Rules, 2000”.These Rules shall come into force from the date of publication in the Tamil Nadu Government Gazette..
2. OBJECTIVE:
The Tamil Nadu Road Safety Fund has been created with the objective of implementation of Road Safety measures in the State.
3. DEFINITIONS:
In these rules unless the context otherwise requires’
- a) ‘Fund’ means the Tamil Nadu Road Safety Fund.
- b) ‘Year’ means Financial Year.
- c) ‘Committee’ means “Inter Departmental Committee”.
4. CONSTRITUTION:
The fund shall be constituted out of the proceeds of the Spot Fine and Compounding Fee Collections of the Police and Transport Departments.
5. ADMINISTRATION OF THE FUND:
- a) The fund shall be administered by an Inter-Departmental Committee consisting of the following officials:
i) Secretary to Government, Home Department : Chair-Person
ii) Inspector General of Police (Law and Order) : Member
iii) Commissioner of Police : Member
iv) Chief Engineer, National Highways : Member
v) Chief Engineer, Highways and Rural Works : Member
vi) Commissioner, Corporation of Chennai : Member
vii) Member Secretary, Chennai Metropolitan
Development Authority : Member
viii) Managing Director, Chennai Metropolitan
Transport Corporation : Member
ix) Managing Director, State Express Transport
Corporation : Member
x) Special Secretary, Finance Department : Member
xi) Joint Transport Commissioner (Road Safety) : Member Secretary.
- b) The Inter-Departmental Committee shall meet once in three months or even earlier to process the
pending applications for assistance.
- c) The quorum of the Committee shall be four.
6. PROCEDURE:
i) Requests for financial assistance along with the estimate shall be sent to the Member Secretary of the
Committee.
ii) He will process the same and obtain the recommendation of Road Safety Commissioner and place before
the Committee for approval.
iii) On approval of the Committee, the Member Secretary will issue necessary proceedings.
iv) Based on the Proceedings, necessary bills shall be prepared and presented at the Pay and Accounts
Office/Treasury for making payment to the Department concerned.
v) The user Department shall start the work immediately and send a completion report within three months. The Member Secretary will place such reports for the information of the Committee.
7. PROCEDURE THAT QUALIFY FOR ASSISTANCE UNDER FUND:
- i) Survey installation and maintenance of road traffic signals/blickers at inter sections in the city.
- ii) Road marking, installation of traffic signs, cats-eye, reflectors etc.
- iii) Purchase of barricades, cones and other traffic equipments.
- iv) Establishment of traffic education parks.
- v) Preparing literature and educational materials such as road sign charts, traffic rules, safe driving,
etc., for distribution among public including children.
- vi) Preparing and screening of short films on Road Safety on T.V.Channels and in various
educational institutions.
- vii) Preparing slides on traffic rules and their public screening.
- viii) To put up hoardings and release advertisements in Newspapers on traffic rules and Road Safety.
- ix) To organise painting, essay writing, debate, competitions etc., on traffic rules/regulations.
- x) Purchase/maintenance of computers for traffic data analysis.
- xi) Purchase of Video projection system and VCRS and Video Cameras.
- xii) Organise permanent Road safety exhibition.
- xiii) To organise Road Safety week every year.
- xiv) To organise seminars, workshops, training etc., on Road Safety measures.
- xv) Purchase of devices to check over-speeding, drunkenness etc.
- xvi) Purchase of equipments for electronic monitoring of traffic and detection of offenders.
- xvii) Collection and Analysis of Statistics relating to road accidents.
- xviii) Studies to identify the cases for Road Accidents, identify Accident Prone spots and recommend
remedial measures.
- xix) Preparation of integrated action plan for Road Safety for specific Cities, implementing of
engineering measures to improve Road geometrics and inter sections to reduce accidents.
- xx) Improvement of lighting at Road junctions.
- xxi) Prepare Books, Audio, Visual and other instructional material and organise training for drivers,
traffic police, para medical personnel and different classes of Road users.
- xxii) Purchase of wreckers and other equipments to clear accident sites quickly.
- xxiii) Purchase of wireless and other equipments to regulate traffic and advise drivers in advance
about Road Blocks due to acidents, floods, Road damages or other causes.
- xxiv) Purchase of patrol-vehicles and other vehicles specially designed for Road Safety Work.
- xxv) Purchase of Ambulance and equipments for speedy movements and Trauma care of Accident
Victims.
- xxvi) Provision of Secretariat and other infrastructural services for the Road Safety Commissioner.
- xxvii) Any other special project that the Committee consider necessary.
8. AUDIT: The fund shall be audited once in a year by the Local Fund Audit and a report on this shall be submitted to the Government by the Committee.
