ORDER:-

In the G.O. read above orders have been issued introducing the Driver Licence Display Card in Autoriockshaws / Share Autos / Taxis and Call Taxis / Tourist Taxis in Chennai City only as a Pilot Scheme with effect from 1.6.2007. After seeing its implementation in Chennai City, the Scheme would be extended to the whole of Tamil Nadu. Display cards would be issued free of cost to all the existing Autorickshaw / Share Auto / Taxi / Tourist Taxi / Call Taxi drivers and also to all those Drivers who would be obtaining Driving licences and would be desirous of these cards upto 30.11.2007. After 30.11.2007, issue of fresh cards to the drivers who have not obtained or in case of reissue of display cards due to misplacement / loss of cards / change of address in Driving Licence, etc., a sum of Rs.30/- (Rupees thirty only) would be collected as fees by cash by the Regional Transport Office concerned. With the co-ordination of Police Authorities, the Transport Commissioner will implement the scheme in Chennai City.

2. The Transport Commissioner has reported that at present 12,000 motor cabs (ordinary Taxi and Tourist Taxi) and 46,800 Autorickshaws / Share Autos are plying in Chennai City. Taking into account night drivers 16,000 cards will be needed for motor cabs and 60,000 for Autos / Share Autos. Hence, a total number of 76,000 cards are required for distribution. Cost of one Driver Display Card works out to Rs.7.50 and total cost for issue of 76,000 cards works out to

Rs.5,70,000/-. The Transport Commissioner has requested the Government to permit him to utilize a sum of Rs.5,70,000/- (Rupees five lakhs and seventy thousand only) being the cost for printing the Driver Licence Display Card from Road Safety Fund.

3. After careful consideration, the Government accept the proposal of Transport Commissioner, Chennai and consider that the expenditure on the above proposal be met from the Road Safety Fund. An amount of Rs.6.00 crores has been allotted for Road Safety Fund for the year 2007-2008. Therefore the Government direct that the Transport Commissioner and Road Safety Commissioner, shall utilise the said amount of Rs.5,70,000/- (Rupees five lakhs and seventy thousand only) during the year 2007-08, for the above purpose, under Road Safety Fund out of 6 crore Rupees (Rupees six crores only) allotted for Road Safety for the year 2007-08. The Transport Commissioner and Road Safety Commissioner, Chennai is requested to take necessary action to release the amount of Rs.5,70,000/- (Rupees five lakhs and seventy thousand only) from the Road Safety Fund for the year 2007-2008.

4. This order issues with the concurrence of Finance Department vide its U.O.No.31026/Home-1/07, dated 22.5.2007.
