Lr.No.79441 / S4 / 2006 dated 9-2-2007. ----- ORDER:- The Transport Commissioner, Chennai has stated that the work of computerization of Transport Department has been taken up in 3 phases. The Phase-I and Phase-II work have been completed and the online operations are being carried on. In the G.O. first read above, the Transport Commissioner was permitted to appoint the following staff in the office of the State Transport Authority, 13 Regional Transport Offices and 3 Unit Offices on contract arrangements upto 30.3.2005 under Phase-I and these posts were extended till 30.4.2007. System Analyst - 1 - Rs.9500/- p.m. Programmer - 1 - Rs.8500/- p.m. Assistant Programmer 14 – Rs.5,500/- p.m. 2. In the G.O. second read above, the Transport Commissioner was allowed to appoint the following additional staff in the Office of the State Transport Authority, Regional Transport Offices and Unit Offices for 6 months under Phase -II and these posts were extended till 31.3.2007 vide G.O. fourth read above. Based on the above G.O. the Transport Commissioner has appointed the following staff on contract basis. System Analyst - 3 Programmer - 40 3. In his letter read above, the Transport Commissioner has stated that under Phase-III programme, the remaining Transport offices namely 1 Regional Transport Office, Tiruppur and 29 Unit Offices and 5 new Unit offices at Tambaram, Poonamallee, Pattukottai, Manaparai and Paramakudi are covered. The Unit Offices at Poonamallee and Tambaram have also commenced the online operations. Other Unit Offices at Pattukottai, Manaparai and Paramakudi are yet to be computerised. 4. The Transport Commissioner has further stated that, since all the remaining 29 Unit offices originally planned for Phase III online programme, and the 5 new Unit offices also covered online programme, the entire offices in Tamil Nadu (47 Regional Transport Offices + 44 Unit offices + 1 State Transport Authority office) have to be provided with computer personnel. Further the Transport Commissioner has stated that the contract period of the existing computer personnels are valid upto 31.3.2007 and requested the Government to sanction 4 System Analysts in the office of the State Transport Authority and 93 Programmers at all the Regional Transport Offices/Unit offices for the period of 3 years with effect from 1.4.2007 on outsourcing through open tenders as detailed below:-
5. The Government have carefully examined the proposals and have decided to accept it. Accordingly the Government permit the Transport Commissioner to appoint 4 System Analysts and 93 Programmers for a period of three years with effect from 1-4-2007 by selecting a computer agency by way of floating open tender system on outsourcing which is giving the lowest quote for System Analyst and Programmer against the maximum amount indicated as follows:- Maximum of System Analyst Rs.11,000/- per month Programmer Rs. 8,000/- per month The appointment are liable for review of performance after one year. The Government further direct that based on the open tender, the actual filling up to the posts will be restricted to the offices which have actually been provided with computers and hardwares in the three phases and the posts in the remaining offices filled in, as and when the facilities are created during the course of the year. 6. The Government also sanction a total sum of a maximum of Rs.94,56,000/- (Rupees Ninety four lakhs and fifty six thousand only) being the remuneration to the System Analyst/Programmers during the year 2007-08. 7. The expenditure towards remuneration payable to the Company shall be debited to the following head of Accounts:- 2041.00 Taxes on Vehicles-800 other Expenditure- I Non Plan – AF- Computerisation of Registration and Licencing of Motor Vehicles in Transport Department – 33 Payments for Professional and Special Service- 04 Contract Payment (DPC 2041 00 800 AF 3348) 8.
