 ORDER: 

In the letter first read above, the Registrar, High Court, Madras has sent a proposal to the Government for providing individual service connection to the 320 Nos.of Additional Law Chambers constructed for Advocates in the High Court, Madras which were  declared open on 28.4.2002 for occupation.  He has pointed out that unless separate meters are fixed in each chamber only a minimum amount has to be collected from the Advocates, resulting in colossal loss of Revenue, since provision has been made for installations of Computers, Air-conditions etc. in each room as a result of which the consumption of energy would be more.  He has also added that the installation of individual connection will ensure collection of electricity charges based on actual consumption whereas only a flat rate is now charged and that provision of individual meters will enable electricity consumption to be billed correctly avoiding any loss to Government.  As such the Registrar, High Court, Madras has requested the Government to sanction a sum of Rs.60.00 lakhs so as to meet the expenditure relating to provision of individual electricity service connections for all 320 additional Law chambers constructed for Advocates in the High Court, Madras. 

2. The Government after careful examination have decided to accept the proposal of the Registrar, High Court, Madras and they accordingly sanction a sum of Rs.60.00 lakhs (Rupees sixty lakhs only) towards the provision of individual service connections to the 320 Nos.of Additional Law Chambers constructed for Advocates in the High Court, Madras.  The cost includes initial deposits, Developmental charges and service connection charges etc.

3. The cost of installation of the meters shall be recovered from the occupants along with the consumption charges in a period of three to five years.

4. The expenditure should be debited to the following head of account under Demand No.55 . Capital Outlay in Public Works Buildings as detailed below :-

4059 – Capital Outlay on Public works – 01 Office Building – 051 Construction AE Administration of Justice – 16 Major Works (D.P.C.No.4059 – 01 –051 AE – 1604)

5. The expenditure constitutes an item of “New Service” and approval of the Legislature will be obtained in due course by including it in the Supplementary Estimate for 2002-2003.  Pending approval of the legislature, the expenditure will be initially met by an advance from the Contingency Fund.  The Chief Engineer (Buildings) is requested to send necessary application in the prescribed format along with a copy of the order to the Finance (B.G.I) Department for sanction of advance from the Contingency Fund.

6. This order issues with the concurrence of Finance Department vide its U.O.No.456/DS(AI )2002-1 dated 7.10.2002 and the Additional Sanction Ledger No.624.
