ORDER:

Thiru Subramonium Prasad, Advocate, Supreme Court of India, has been appointed as Tamil Nadu Government Advocate on Record in the G.O. read above. 

2. Thiru R Ayyam Perumal, Advocate, Supreme Court of India, is hereby appointed as the Second Advocate on Record, to handle the cases of this State arising before the Supreme Court of India, except in cases in which the Advocate General or any other Law Officers of this State is briefed to appear, subject to the following terms and conditions:

(i)  The Law Officer will be paid in all cases where costs are recoverable by the Government from the other party, the fee which the Court decrees and that, where no fee is fixed by the Court, or where no fee is recoverable from the other party, he will be paid the regulation fee or such lower fee as this Government may, determine from time to time.

(ii)  The Law Officer is debarred: 

(a)   from advising or holding briefs against the State of Tamil Nadu without their special permission.

(b)   from defending accused persons in criminal cases of this State, and

(c)    from giving advice to private parties in cases which he is likely to appear on behalf of the State of Tamil Nadu.

3. The Law Officer will also be bound by such standing order as may be issued in respect of his appointment from time to time.  He will be paid a retainer fee of Rs.5000/- (Rupees five thousand only) per mensum.

4. Thiru.R.Ayyam Perumal is requested to take charge of the post of the Second Government Advocate on Record for Tamil Nadu, Supreme Court of India, New Delhi and report to the Government immediately.

5.    Orders regarding allocation of subjects between Thiru. Subramonium Prasad and Thiru R Ayyam Perumal, will be issued separately.
