Police – Sports – All India Police Duty Meet – 48th All India Police Shooting Competition held at Indore, Madhyapradesh from 22.11.2004 to 25.11.2004 – Sanction of cash awards to the police personnel for having won the overall Championship Trophy in Rifle and Revolver  – Orders – Issued.

In the letter read above, the Director General of Police has stated that the 48th All India Police Shooting Competition, a part of the All India Police Duty Meet, was held at Indore, Madhya Pradesh from 22.11.2004 to 25.11.2004. The Meet was conducted by the BSF. Eighteen State Police teams besides SPG, SSB, RPF teams and Para-military forces viz., BSF, CRPF, ITBP, Assam Rifles participated in the Meet. Out of 18 Police teams from States, which participated in the Shooting Competition, the Tamil Nadu State Police Shooting team won the Overall Championship Trophy in Rifle and Revolver among the States i.e. "J Jayalalithaa Rolling Trophy" donated by the Hon’ble Chief Minister of Tamil Nadu. He has reported that the following two shooters of this State Team won Gold Medals in this year’s competition at Indore :

Tr. R.P. Ilango, Inspector of Police - Carbine Machine

Tamil Nadu Commando Force Sten Gun (50 yards)

Tr. Senthil Raj, PC 19797 - Pistol/Revolver Shooting

Tamil Nadu Commando Force (50-30 yards attack)

Tr. R.P. Ilango, Inspector of Police, Tamil Nadu Commando Force has so far won Gold Medals thrice in All India Police Shooting Competitions. The Director General of Police has further reported that the Tamil Nadu Police Shooting team consists of 24 competitors including eight reserve shooters . The Team had performed very well to win the Overall Championship Trophy in Rifle and Revolver Shooting among the States. He has further stated that Woman Police Constable 1446 Selvi Sofia Lawren, a Commando trained WPC now in Cuddalore District was one of the three competitors in 100 yards Rifle Shooting and that she was the only women participant in All India Police Duty Meet from among the State Police teams. The Director General of Police has, therefore, requested that the participants as mentioned above may be recognised suitably.

2. In G.O.Ms.No.1087, Home, dated 7.9.2004, the Government have issued orders for sanction of cash awards in the following scale for the Sports persons of the Police Department, who won the medals :-

(i) For Gold Medal Winners :: Rs.50,000/-

(ii) For Silver Medal Winners :: Rs.30,000/-

(iii) For Bronze Medal Winners :: Rs.20,000/-

3. After careful examination, the Government have decided to sanction cash awards as follows :

Rs.50,000/- (Rupees fifty thousand only) to each of the 24 members of the Tamil Nadu Police Shooting Team who won the overall Championship J Jayalalithaa Rolling Trophy.

An additional amount of Rs.50,000/- (Rupees fifty thousand only) to each of the two gold medal winners viz., (1) Thiru R.P. Ilango, Inspector of Police in Commando Force (2) Thiru Senthil Raj, PC 19797, Tamil Nadu Commando Force ; and

An additional amount of Rs.50,000/- (Rupees fifty thousand only) to WPC 1446 Selvi. Sofia Lawren as a special incentive as she was the only woman participant in the entire All India Police Duty Meet.

The total expenditure involved is Rs.13.5 lakhs.

4. Accordingly sanction is accorded for a sum of Rs.13.50 lakhs (Rupees thirteen lakhs and fifty thousand only) towards the expenditure for cash awards to the Tamil Nadu Police Shooting members participated in the 48th All India Police Shooting Competition held at Indore, Madhya Pradesh from22.11.2004 to 25.11.2004 for having won the Overall Championship Trophy in Rifle and Revolver (J Jayalalithaa Rolling Trophy) . The details of the names and amount are given in the Annexure to this order.

5. The expenditure sanctioned in para 4 above shall be debited under the head of account "2055-00-Police-001-Direction and Administration–I-Non-Plan –AA–Director General of Police, 59 Prizes and Awards (DPC 2055 00 001 AA 5906).

6. The expenditure sanctioned in para 4 above constitutes an item of "New Instrument of Service" and the approval of the Legislature will be obtained in due course. Pending approval of the Legislature, the expenditure will be met by an advance from the Contingency Fund, orders regarding which will be issued from the Finance (BG.I) Department separately. The Director General of Police, Chennai-4 is requested to send an application in the prescribed format for the sanction of an advance for the required amount to Government in Finance (BG.I) Department, together with a copy of this order. He is also requested to send necessary notes to include the expenditure in the Final Supplementary Estimates for 2004-2005 to Government in Finance (Home.I/B.Coord) Department at the appropriate stage.

7. The Director General of Police is also authorised to draw and disburse the Cash Awards sanctioned in para 4 above to the police personnel as mentioned in the Annexure to this order.

8. This order issues with the concurrence of Finance Department vide its U.O.No.84962/Home.I/2004, dated 17.12.2004 and Additional Sanction Ledger No.1163.
