Read also: 1) >From the Government of India Letter No.21011/22/2005/PM.I dated 21.09.2005.2) >From the Director General of Police, Chennai-4, Letter Rc.No.255939/MPF I/04, dated 12.01.2006----- ORDER: In the Government Order first read above orders were issued sanctioning administrative approval for Modernisation of Police Force Scheme for a sum of Rs.80.00 crore for the year 2005-2006, comprising Central share of Rs.48.00 crores and State Share of Rs.32.001 crores. 2. The Ministry of Home Affairs, Government of India in its letter dated 14.09.2005, has approved the above schemes to the tune of Rs.124.94 crores (Part A – Rs.73.7806 crores and Part B – Rs.51.161 crores) wherein the following two schemes were not approved to the tune of Rs.6.2187 crores.
The Government of India in the letter second read above has now intimated that the state of Tamil Nadu has been categorized as "B" with 75% Government of India funding. Due to categorization the funding pattern has also changed from 60:40 pattern to 75:25; with 75% being the Central Share in the term of grant-in-aid and 25% to be borne by the State Government. As per the pattern the Central Share would be Rs.60 crores and the State Share would be Rs.20.00 crores. The Government of India has also released funds to the tune of Rs.52.7494 crores as follows:-
The remaining amount of Rs.7.2506 crores is yet to be released by Government of India and they have been requested to release the amount for implementing the entire scheme. 3. The Director General of Police, Chennai has been requested to send revised Modernisation of Police Force Scheme for 2005-06 to the tune of Rs.80.00 crores, comprising Central Share of Rs.60 crores and State Share of Rs.20 crores, so as to enable Government to issue financial sanction for Modernisation of Police Force schemes 2005-2006. The Director General of Police, Chennai has now furnished a revised list of Schemes based on the 75:25 pattern with category – wise abstract for this scheme. Schemes to the tune of Rs.12 crores shown under Part A State Share has been taken to the Part A Central Share. By doing so the Central Share in Part A is Rs.59.9993 crores and the State Share in Part A reduced to Rs.20.0008 crores. 4. The Government after careful consideration approve and accord financial sanction for the schemes given in the annexure to this order for implementation under Modernisation of Police Force Schemes for the year 2005-2006, at a total cost of Rs.80.00 01000/- (Rupees Eight crores and one thousand only) comprising Central Share of Rs.59.9993/- crores (Rupees Fifty nine cores ninety nine lakhs and ninety three thousand only), State Shares Rs.20.0008/- crores (Rupees Twenty crores and eight thousand only). The expenditure shall be regulated with reference to the release of funds by the Government of India and also for the amount (25%) that would be made available by the State Government as its share. 5. The Director General of Police is requested to prioritize the scheme which are to be implemented after release of the balance amount of Rs.7.2506 crores from Government of India at RE stage. 6. The schemes such as construction of District Police Office at Karur and Krishnagiri; office accommodation for Directorate of Vigilance and Anti-Corruption combined to the tune of Rs.6.2187 cores though not approved by the Government of India; have been included in the above said scheme, may be taken up for implementation only after ratification by the Government of India. 7. The Director General of Police / Director General of Police (Training) / Director of Forensic Sciences is permitted to incur the expenditure to implement the scheme and also permitted to draw necessary advance wherever required, in respect of item of expenditure, relating to the Departments concerned as detailed in the annexure to this order and disburse the amount drawn to the concerned under proper voucher. 8. The Director General of Police / Director General of Police (Training) / Director of Forensic Science is authorised to entrust the works under "Buildings’ to Tamil Nadu Police Housing Corporation. All works of Housing and construction related works under ‘Training’ are to be entrusted to Tamil Nadu Police Housing Corporation. 9. The Director General of Police / Director General of Police (Training) / Director of Forensic Science is requested to implement the schemes listed in the annexure to this order following the guidelines / purchase procedures / orders in force and to send utilization certificates to Government on a monthly basis without fail. 10. i) The expenditure shall be debited to relevant sub-heads under "2055.00 Police – 115 .MPF – I.Non-Plan – AA. MPF with 75% assistance from Government of India.(DPC 2055 00 115 AA)
