Abstract Ports - Minor Port Development Policy of Tamil Nadu - Issued. Highways (HN2) Department G.O.
(Ms) No. 209 Read: 1) Government Letter No. 17998/F1/1996-4, (Transport) Department, dated 26-11-1996. 2) From the CEO, Tamil Nadu Maritime Board, Letter No. 2063/S1/07, Dated 4.5.2007. ----------- ORDER The existing minor port policy of Tamil Nadu was formulated in the year 1996, prior to the establishment of the Tamil Nadu Maritime Board and communicated in the Government letter first read above. This policy does not allow captive port facilities to be used for handling other commercial cargos due to which the commercial needs of the other industries located in the central districts and other parts of Tamil Nadu could not be met through these captive ports. 2. Further, though there has been representations to develop common-user commercial ports and through the Government had taken some efforts, the same have not been successful since the existing port policy does not permit captive ports to handle commercial cargos and does not provide for developing commercial ports on direct allotment basis under joint venture with Government undertakings. The existing procedure laid down for developing captive and commercial ports is also not clear and elaborate. Hence the Tamil Nadu Maritime Board in its Board meeting held on 03.05.2007 proposed that the present minor port policy may be amended suitably on par with the policies of other maritime states to facilitate development of captive and commercial ports and for encouraging joint venture with Government Undertakings for developing ports and sent a draft Minor Port Development Policy for the approval of the Government. 3. The Government have examined the proposal of Tamil Nadu Maritime Board and decided to reissue the Minor Port Development Policy with the following main features, among other things:- (i) The captive ports both existing and those coming up in the future may be permitted to handle other commercial cargos as well to facilitate optimum usage of port facilities. (ii) In respect of other ports identified for commercial developments, bids would be initially invited for the selection of suitable promoters on a competitive basis and they will be selected on the basis of technical and financial evaluation. In cases where suitable offers are not forthcoming, development of such ports may be awarded directly to companies entering into joint venture with Government agencies including Public Sector Undertaking of Government of Tamil Nadu. 4. The Government accordingly, in supersession of the earlier Port Policy, approve the revised Minor Port Development Policy of Tamil Nadu as given in Annexure to this order. 5. The Works Manager, Government Central Press, Chennai is requested to publish the Minor Port Development Policy of Tamil Nadu as annexed to this order in an extraordinary issue of the Tamil Nadu Government Gazette dated:14-08-2007.
