ABSTRACT Revamped Central Road Fund (2006-07) - Works financed from Central Road Fund - Ministry of Shipping, Road Transport & Highways, Government of India to State of Tamil Nadu – Administrative approval received from Government of India - Financial sanction from State Government – Orders issued. From the MOSRTH, New Delhi Letter No, RW / NH / 28014 / 10 / 2005 / TN / N.H.8, dated: 26.3.2007. -------- ORDER:- The Ministry of Shipping, Road Transport & Highways, Government of India have in their letter 4th read above, accorded administrative sanction for an amount of Rs.77.70 Crores (Rupees Seventy Seven Crores and Seventy lakhs only) for implementing 28 road works, the cost of which is met from the allocation made under C.R.F. by Government of Tamil Nadu pending reimbursement from Central Road Fund subject to the following conditions:- i) The total expenditure on all works in the state approved for being financed out of Central Road Fund (Allocation) does not at any time exceed the amount actually available thereon. ii) The expenditure on such work in any year is restricted to overall budget allotment placed at the disposal of the State Government during the year. iii) The stipulation made in the Ministry’s Circular Letter No.NH / 28030 / 1 / 2001-P&M, dated: 13.7.2001 are followed. 2. The Government after careful consideration accord financial approval for Rs.77.70 Crores (Rupees Seventy Seven crores and seventy lakhs only) for implementing the 28 works mentioned in the Annexure to this order under Central Road Fund Scheme. 3. The above expenditure shall be debited to the following head of account under Demand No.21 as detailed below:- 5054 Capital Outlay on Roads and Bridges 80 General 800 Other expenditure –Schemes in the Tenth Five Year Plan II State Plan KA Revamped Central Road Fund 16 Major Works. (D.P.C.5054-80-800-KA-1601) 4. The Chief Engineer (National Highways ) is requested to accord technical sanction for the works within a period of 3 months from the date of administrative approval of the works, failing which the works will be deemed to be deleted from the programme. In any case, the period of the completion of the project should not exceed 24 months including period for tendering. No excess in cost beyond 10% of the amount administratively approved will be permissible. No revised estimates will be considered in this scheme at any cost. The Chief Engineer (National Highways) is also directed to comply with the following conditions. i) Furnish necessary particulars to Government of India in the prescribed format upon the technical sanction of estimates for all the works sanctioned from C.R.F. under intimation to the State Government. ii) Ensure that the conditions laid down by Government of India, Ministry of Shipping, Road Transport & Highways as stated at Para-1 above are complied with while implementing the work. iii) Ensure that the amount provided for Central Road Fund works are be restricted only to the schemes identified and approved by Government of India 5. The Chief Engineer (National Highways) is also directed to ensure that the identified works mentioned in the Annexure to this G.O. are not included in any other scheme such as Tamil Nadu Road Sector Project general maintenance works, CRIDP etc. He is also requested to furnish the Utilisation Certificate from the date of entry of each quarter and get the expenditure reimbursed from Government of India. 6. This order issues with the concurrence of Finance Department vide its U.O.No.1135 / FS / P / 2007, dated: 30.3.2007.
