ORDER:

In continuation of the Orders issued in the G.O. third read above, the Chief Engineer (General) has sent a proposal, for the Second Phase of badly affected ‘Other District Roads’ covering a total length of 4903.33 Kms. at a cost of Rs.200 Crores and requested to accord sanction for carryout improvements to these roads.

2. The Government, after careful examination, have decided to accept the above proposal and accordingly accord sanction for a sum of Rs.200 Crores (Rupees Two hundred Crores only) for the improvement of 4903.33 Kms. length of improvement in Other District Roads under Phase II with the following conditions:-

The road stretches identified should be new ones and not covered under Programmes already undertaken which are completed/under completion.

The Highways Research Station should take up quality assurance.

The Highways Research Station should send monthly Progress Report to Government in Chief Minister Secretariat, Finance and Highways Departments explaining technical audit of works taken up.

The clerical audit of works should be taken up and reported to Government.

 

The details of the roads, sub-division wise are appended in the annexure to this order.

3. The expenditure will be met from out of the bonds raised by TIDCO for the purpose of this. The Chairman and Managing Director, TIDCO shall arrange to get the cheque issued from out of the bonds kept under Government account.

The expenditure is debitable to the following head of account:

This order issues with the concurrence of Finance Department vide its U.O.No.1118/JS (LSR)/PWI/2000-1, dated 04.07.2000.

ORDER:

 

 As a part of its endeavour to provide connectivity between major ports in the country, National Highways Authority of India has been considering the idea of developing the roads around Ennore and Chennai ports to provide better connectivity between them.

 

 2. The Tamil Nadu Road Development  company prepared a detailed project report on the above scheme with the assistance of Tvl.KAMSAX India Ltd.  The Ennore manali Road improvement project will consist of the following components (Viz.) (1) widening and improvement of the Ennore Express way upto the point where it meets  Manali Oil Refinery road (ii) Widening and improvement of TPP road from the Inner Ring Road junction to the point where the Northern Terminal Road Branches off (iii) Rehabilitation and resettlement of persons living alongside the Ennore Express way and (iv0 Sea erosion protection works on the Ennore Express way.

 

 3. The total cost of the project prepared by Tamil Nadu Road Development Company is Rs.120 crores.  The Technical Specification and the cost for sea protection works along the Ennore Coast was prepared by the  I.I.T Chennai.  The methodology of proceeding further with the implementation of the project was discussed  between the National Highways Authority of India, Chennai Port Trust and the Government of Tamil Nadu several times.  national Highways Authority of India has decided to set up a special purpose vehicle (SPV) to implement the project.   This company will be jointly promoted by  National Highways Authority of India, Government of Tamil Nadu and Chennai Port Trust.  it was agreed that the share of Government of Tamil Nadu in the equity of the project would be through the capitalised value of northern extension of the Inner Ring Road, Chennai under construction and the Ennore manali Road already completed.  The cost of which works out to Rs. 30 Crores.

 

 4. The Government after careful examination of the above proposal accept the suggestions  of the National Highways Authority of India kand accordingly order as follows:-

 

"  The Government of Tamil Nadu accept the request of  NHAI for taking up Ennore Manali Road Improvement Project to be executed through constituting a separate joint sector company and  also to agree to the scope of the project i.e,  widening of Ennore Expressway, undertaking Anti-Sea, Erosion works, rehabilitation and relocation programme, strengthening of TPP road upto necessary limit.  The Government also agree to hand over the Inner Ring Road between 17/5 Km to 25/6 Km under construction and the Ennore Manali road connecting 4/6 of TPP road and 13/0 of Ennore Express way already developed by the State Government to be an integral part of the project.  The State Government will participate in the project's equity to the extent of Rs.30 crores being the cost of above two roads including land cost.  The Government of Tamil Nadu will assist the proposed company in matters relating to land acquisition, rehabilitation and relocation and shifting of utilities subject to the condition that the expenditure relating to the above items will be met only by the company.  This company will recover the cost of development of this project and maintenance of the roads through levy of tolls.  The details of this concession and the nature of agreement to be entered into with the Company and the Government of Tamil Nadu and National Highways Authority   of India will be finalised later.

 

 5. This order issues with the concurrence of Finance Department vide its U.O.No.1314/JS (LKS)/2000-1  dt. 27.12.2000.
