GOVERNMENT OF TAMIL NADU ABSTRACT Highways Department - Tamil Nadu Road Sector Project - Chief Information Officer - Proposal Approved - Post created - Orders - Issued. Highways (HF2) Department G.O.Ms.No.220 Read the following: 1) From the Project Director, Tamil Nadu Road Sector Project, Letter No.200/97/F sec, dated 20.6.2001. 2) From the Project Director, Tamil Nadu Road Sector Project, Letter No.200/97/F sec, dated 13.3.2002. ---- ORDER: The Project Director, Tamil Nadu Road Sector Project in his letter first read above has stated that the Institutional Development Study has recommended to appoint a Chief Information Officer to co-ordinate the Information Technology issues within various wings of the department plan, establish and maintain them. The Transportation Planner of World Bank, who reviewed the progress on Institutional Development Study implementation has insisted that it is essential to have a Chief Information Officer in the Project Implementation Unit in order to implement the computerization of Highways Department. The Chief Information Officer shall have the following functional responsibilities. (a) Establishing an Information Technology policy for the department. (b) Plan the Information Technology requirements according to the approved policies and objectives of the department. (c) Implementation, monitoring and maintenance of the Rs.1500 lakhs project "Computerisation of Highways Department". (d) System administration (e) System Configuration (f) Net working (g) Trouble Shooting (h) Maintenance of the department web-site on a regular basis (i) Examine the expansion requirements and to plan them accordingly (j) Planning and Monitoring of Annual Maintenance Contract. (k) Liaise with the Project Director, Chief Engineers of various wings to provide expert opinion and to implement them on approval. (l) Liaise with telephone department in providing E-mail and internet access through telephone lines. (m) Identify the training needs of various users and to provide/organize training on approval by the Department. (n) Maintain and update the proposed intranet facility. (o) Keep an inventory of all Information Technology equipments and software, update them, share them with various wings and account them. (p) Monitor the fault tolerance level and to initiate action as per the contracts. (q) Co-ordinate with Server Administrators of various wings, conduct meetings. (r) Establish a library of IT Books for the users to have access of various books in order to increase their knowledge on IT and to maintain it. In order to discharge the above functions, it is essential to create a post of Chief Information Officer in Tamil Nadu Road Sector Project, and appoint a suitable person with relevant Bachelor level degree in Information Technology/ Computer Science/ Electronics and Communications with a minimum of 10 years experience in the following areas:-

The Project Director, Tamil Nadu Road Sector Project has again stated that it is proposed to appoint the Chief Information Officer on deputation basis from other Government Departments/ Undertakings like ELCOT, NIC etc. If competent person is not available, the Chief Information Officer will be appointed by outsourcing. The proposed scale of pay for the post of Chief Information Officer will be Rs.10,000-325-15200. The duration of his services shall be for an initial period of 36 months, but extendable till the project completion. On completion of the project, the post/person will be redeployed within the Department. The annual cost by way of this is Rs.4.00 lakhs. The Project Director, Tamil Nadu Road Sector Project has therefore requested orders of Government for creation of one post of Chief Information Officer for the Tamil Nadu Road Sector Project. 3. The Government after careful examination have decided to accept the proposal of the Project Director, Tamil Nadu Road Sector Project, and accord sanction for creation of one temporary post of Chief Information Officer for Tamil Nadu Road Sector Project in the scale of Rs. 10,000-325-15200 for an initial period of 36 months from the date of joining of the Chief Information Officer, as a special case subject to the following conditions:- 1) The said post should be filled up by recruitment from suitable hands in any of the Public Sector Corporations. If competent person is not available outsourcing can also be tried. 2) The educational / Technical / experience qualification may be prescribed suitably in consultation with experts from the concerned field. 3) The functional responsibility shall be as specified at para 1 of this order. 4) The terms of appointment shall be either on deputation from Government Departments or on foreign service terms and conditions from the State Government Undertakings. 4. The expenditure is debitable to the following project head of account "5054 - Capital Outlay on Roads and Bridges - 80 General - 800 other expenditure -Schemes in the Tenth Five Year Plan - PB Tamil Nadu State Highways Project - 16 Major Works " (DP Code No.5054 - 80 - 800 PB 1604). 5.
