From the country Director, World Bank, letter dated 22.4.2002 ----- ORDER: In the order third read above Government have approved the policy frame work required for early project appraisal and effective implementation of Tamil Nadu Road Sector Project . Government have also directed therein to issue separate orders on relevant sections of the policy frame work which require endorsement at Government level . Designation of Project Director, Tamil Nadu Road Sector Project as Head of the Department is one among the other items. As, many issues during project preparation and implementation required immediate guidance and approval of Government of Tamil Nadu beyond the powers of the project authority, the Government direct that the Project Director, Tamil Nadu Road Sector Project be Designated as Head of the Department on par with other Heads of Department in Government with powers, rank and status equivalent to that of super time scale post in the I.A.S. He shall exercise all administrative, financial and technical powers, that are vested with the Chief Engineer (General) of Highways Department. He shall also approve all variations and disputes in respect of consultancy services, civil works and others contracts costing upto Rs. 10 crores. 2.
