ORDER:

In the order third read above,  Government have approved  the policy frame work  required for early  project appraisal and effective implementation  of Tamil Nadu Road Sector Project .  Government have also directed therein to issue separate orders on relevant sections of the policy frame work.  Constitution of on empowered committee is  one among the  other items.   As, many issues  during project preparation and implementation required immediate guidance and approval of Government of Tamil Nadu beyond the powers of the project authority,  the Government  direct that  an empowered committee be constituted  with the following officers headed by Hon'ble Minister (Public Works,  Prohibition and Excise) for timely decisions.

  1. 4.      The functions and duties of the  Committee  are as follows:-

(I) Policy Matters:-

  1. i)  The Committee shall  review, coordinate and  oversee the project implementation  .
  2. ii)  The Committee shall take decisions on policy matters with regard to financial issues, procurement and manpower resources.
  3. iii)  The Committee shall approve broad issues which require inter departmental co-ordination, strategic decisions and institutional reforms.

(II) Establishment Matters:

  1. iv)  The Committee shall appoint and transfer or re-deploy the staff of the Highways Department officials required for the Project and also fill up the vacancies based on the proposal of the Project Director.
  2. v)  The Committee shall recruit all categories of staff including experts either, by redeployment/ deputation  from other Departments/Public Sector undertakings and/or recruitment from the open market on pay/fees/contract payment  etc. based on the proposal of the Project Director.
  3. vi) The Committee shall sanction necessary staff for Land Acquisition/Rehabilitation and Resettlement/Environmental and for other activities and allow the continuance of such staff for implementation of the project.
  4. vii) The Committee shall select the Non Governmental Organisations (NGOs) required for the implementation of Resettlement and Rehabilitation/Environmental works to the satisfaction of the World Bank based on the  proposal of the Project Director.

3.  This order issues with the concurrence of Finance Department vide its U.O. No.4607 / FS / P / 2002, dated 7.10.2002.
