ORDER:
In the Government Order first read above, the Government have sanctioned one outsourced Environment Specialist on a fixed pay of Rs.20,000/- Per month.
2. In his letter second read above, the Project Director, Tamil Nadu Road Sector Project has stated that wide publicity was given in popular dailies on 19.9.2001 through Director of Information and Public relations. Interview was held with the applicants on 145-12-2001 by the Selection Committee. During interview, Thiru V.Balamurugan, a qualified and experienced Environment Specialist, was found suitable among the applicants and he has been selected. He will be the part of Environmental Cell created in the PIU headed by Engineer and assisted by Assistant Conservator of Forests. Thiru V. Balamurugan will be entrusted the assignment of Environmental services involved in Tamil Nadu Road Sector project for an initial period of six months extendable upto one year from commencement of this assignment at a consolidated pay of Rs.20,000/- per month. A provision of Rs.8.41 lakhs is available in Budget Estimate 2002-2003 under the respective Head of Account. The project Director, Tamil Nadu Road Sector Project has therefore, requested orders of Government appointing Thiru V.Balamurugan as Environmental Specialist of PIU initially for six months extendable upto one year, since independent review consultant has already commenced the services.
3. The Government after careful consideration, have decided to accept the proposal of the project Director, Tamil Nadu Road Sector Project, subject to the condition that this may be treated as contract appointment with a fixed term. At the end of the contract period, there should be a cessation. The consolidated treated as a contract payment for the services rendered. The fee will be a flat fee of Rs.20,000/- per month. No issues regarding allowances/pension etc. should be raised.
4. The expenditure sanctioned in para 3 above is debitable to the following Head of Account:-
" 3054 Roads and Bridges - 80 General - 001 Direction and Administration- Schemes in the Tenth Five Year Plan-II State Plan-JS Establishment charges of special staff for Environmental for implementation of Tamil Nadu Road Sector project- (D.P.Code No.3054 80 001 JS 0007)".
5. This order issue with the concurrence of Finance Department vide its U.O.No.324 / SS (LK) / 2002, dated 25.7.2002.
