Tamil Nadu Road Sector Project - Maintenance Component - Consultancy Services for survey, investigation, preparation of estimates and bid documents - Entrustment to successful consultants - Proposal approved- Orders issued.

In his letter second read above , The Project Director, Tamil Nadu Road Sector Project has stated that the maintenance component with on indicated cost of US S 100m (Rs.480 Crores) for civil works and US S 25m (Rs.12 Crores) for Consultancy is a part of Tamil Nadu Road Sector Project. Hence a total length of 2600 Km roads was selected on priority basis through Institutional Development study Consultant for maintenance aspect in a phased manner in a four year cycle. Accordingly in the first year it is proposed to have 353 Km in Consultancy package (M1) and 375 Km in Consultancy Package (M2) for Survey, Investigation, Preparation of estimates and bid documents. Administrative sanction for Rs.90 lakhs was accorded in the G.O.first read above for this purpose and in fact technical and financial proposals for these two packages (M1 and M2) were received from short listed consultants evaluated and no objection of the World Bank is obtained in fax. The details of these packages are:-

M/S Span Consultant Private Limited. New Delhi is the successful consultant. Their financial value is lRs.30,75,000/- which is meant for submission of five copies. This go to modified to Rs.30,19,000/- corresponding to three copies as indicated in REP document issued to the consultant The World Bank has accepted this amount of Rs.30,19,000/- for award of contract to M/s Span Consultant based on the recommendation of the Evaluation Committee constituted by Government.

M/S. Consulting Engineering Services (I) Private Limited, New Delhi is the successful consultant. The cost as quoted by them is Rs.47770000/- This has been reduced to Rs.4509564/- after deletion of provision of Rs.161000/- on per diem and kRs.33000/ for peon and watchman. The World Bank has approved the modified cost of Rs.4509564/- for award to Consulting Engineer's New Delhi based on the recommendation of the Evaluation Committee. The total amount of Consultancy services is Rs.7622546/- inclusive of service tax which will be met against this administrative sanction amount of Rs,90 lakhs.

2. The Project Director, Tamil Nadu Road Sector Project has further stated that the estimate for Rs.90 lakhs for this work is as follows:-

The TA Loan 4114 In for US S 6-3M has come to an end. It is proposed to meet the above expense excluding taxes by retroactive financing since the appraisal of the project and financial loan sanction are imminent.

3. In view of the above the Project Director, Tamil Nadu Road Sector Project, has requested orders of the Government to award Consultancy services for Survey, Investigation and preparation of estimates and bid documents for maintenance packages to the following consultants for the amount mentioned against them.

M/S Span Consultant Private Limited New Delhi Rs.30,19,000/ plus Rs.34,300/ as taxes.

M/S Consultancy Engineering Services (India) Private Limited New Delhi Rs.45, 09,564/ plus Rs.59,700/ as taxes.

4. The Government after careful consideration have decided to accept the proposal of the Project Director, Tamil Nadu Road Sector Project at para 3 above and direct that the Consultancy services for survey, investigation and preparation of estimates and bid documents for maintenance packages be awarded to the following consultants for the amount mentioned against them.

M/S Span Consultant Private Limited New Delhi Rs.30,19,000/- (Rupees Thirty lakhs and nineteen thousand only) plus klRs.34400/- (Rupees Thirty four thousand and three hundred only) as taxes.

M/S. Consultancy Engineering Services (India) Private Limited New Delhi kRs.45,09,564/- (Rupees Forty five lakhs nineteen thousand Five hundred and sixty four only) plus Rs.59,700/-(Rupees Fifty nine thousand seven hundred only) as taxes.

5. This order issues with the concurrence of Finance Department vide its U.O.No.50362/PW1/2002-1 - dated 12.7.2002.
