ORDER:

At present, recruitment  of Staff Nurses to the Government Medical Institutions on contract basis at a consolidated pay of Rs.2,500 /- p.m  is in vogue. Under this  present   system, the staff nurses appointed on   contract basis are absorbed in the regular time scale of pay after serving for a period of 2 years as contract Staff Nurses based on the availability of regular vacancies. The provision of  Emergency care and round the clock health services is under implementation in 780 Primary Health Centres with 3 Staff Nurses. 2340 Staff Nurses are employed in these 780 Primary Health Centres and their consolidated pay is met under Reproductive and Child Health Project. Two hundred  contract Staff Nurses are employed  in the CEmONC hospitals under the control of   Director of Medical and Rural Health Services and consolidated pay of these 200 Staff Nurses are met from Tamil Nadu Health System Project funds.

2.The Director of Medical and Rural Health Services has stated that at present 2636 Contract Staff Nurse are working in various Government Medical Institutions and totally 2540 contract Staff Nurses are working in the Reproductive and Child Health Project and the Tamil Nadu Health System Project.

  3. In the Budget for 2006-07, it has been announced that 5260 contract Staff Nurses would be appointed in time scale of pay. Subsequently, while moving the demand No.19, in the floor of the Assembly,  Hon'ble Minister (Health) has announced that 2636 contract Staff Nurses working in the Government Medical Institutions would be brought to regular time scale of pay and that the consolidated pay of 2540 Contract Staff Nurses appointed under the Reproductive and Child Health Project and Tamil Nadu Health System Project would be raised from Rs2,500/-p.m(Rupees Two thousand five hundred only) to Rs.3,500/- p.m.(Rupees Three thousand five hundred only) in the first year and to Rs.4,000/- (Rupees four thousand only) in the second year and to Rs.5000/-p.m (Rupees five thousand only) from the third year till they are regularly absorbed in the time scale of pay as per seniority

4.  The Director of Medical and Rural Health Services has therefore sent proposals to Government to implement the above announcements. He has stated that as on date  393 posts of Staff Nurses in the time scale are  available and that 2243 Staff Nurses posts were  sanctioned to the Medical Institution/ Hospitals on consolidated pay and therefore he has sent proposals for converting these 2243 contract Staff Nurse posts to the regular time scale of pay of Rs.5000-150-8000 so as to  appoint the 2636 contract Staff Nurses in the regular time scale of pay. He has also sent proposals for Government orders to enhance the consolidated pay of Contract Staff Nurses employed under the Reproductive and Child Health Project and  Tamil Nadu Health System Project from Rs.2,500/- (Rupees Two thousand five hundred only) to Rs.3,500/- p.m. (Rupees Three thousand five hundred only) in the first year and for Rs.4000/-(Rupees four thousand only) in the second year and for Rs.5,000/- p.m. (Rupees five thousand only) from the third year till they are regularly absorbed as per seniority.

5. The Government have carefully examined the  proposals of the Director of Medical and Rural Health Services and they issue the following orders:

(i)   Government accord sanction to convert 2243 posts of Staff Nurses already sanctioned on various Government Orders as mentioned in the Annexure to the order on consolidated pay of Rs.2500/-p.m into time scale of pay of Rs.5000-150-8000

(ii)  Government also accord to bring the 2636 contract staff Nurses already working in the hospitals /Primary Health Centres including the 393 contract Staff Nurses (already working  in the time scale posts as indicated in the annexure  to the order on consolidated pay of Rs.2500/-p.m)  to the time scale of pay of Rs.5000-150-8000 as per their service with effect from 1.9.2006.

(iii)   The Director of Medical and Rural Health Services is permitted to appoint 2636 contract Staff Nurses working in the medical Institute/ Hospitals/ Primary Health Centres on consolidated pay of Rs.2500/- to regular time scale of pay of Rs.5000-150-8000 as per their seniority at an estimated cost of Rs.28.05 crore per.annum with effect from 1.9.2006 by relaxing the condition  that  they should work for 2 years on contract basis on consolidated pay before regular appoint as Staff Nurses.

(iv)  The Government enhance the consolidated pay of 2540  Staff Nurses appointed on contract basis under Reproductive and Child Health Project and Tamil Nadu Health System Project from Rs.2,500/- p.m. (Rupees Two thousand five hundred only) to   Rs.3,500/-p.m (Rupees Three thousand five hundred only) in the first year .They will be paid  Rs.4,000/-(Rupees four thousand only)  from the second year    and  Rs.5,000/- (Rupees five thousand only) from the third year till they are regularly absorbed as per seniority  in the time scale of pay with an additional expenditure of Rs.3.37 crores per annum. The above benefits are with effect from 1.9.2006.

6. The expenditure of Rs.28.05 crore sanctioned in para 5 (iii) above shall be debited under the following heads of account:-

7. The expenditure of Rs.3.37 crore  sanctioned in para 5 (iv) above shall be debited under the following heads of account:

Mother, Infant, Adolescent Health Family Welfare and Population  Stabilization  in Reproductive and Child Health Project Phase-Ii.33. Payments for Professional and Special Service -04 Contract Payment. (DPC 2211 00 103 SH 3348).

8. The expenditure sanctioned in para 5 above shall constitute an item of "New Instrument of service" and the approval of the Legislature will be obtained in due course. Pending approval of the Legislature, the expenditure will be initially met by an advance from the contingency Fund of Tamil Nadu, order regarding which will be issued by Finance (BG-I) Department based on the application from the Director of Medical and Rural Health Services/ Director of Medical Education/ Director of Public Health and Preventive Medicine/ Project Director, Tamil Nadu Health System Project / Project Director, Reproductive and Child Health Project in the prescribed form along with a copy of this order. The Director of Medical and Rural Health Services/ Director of Medical Education/ Director of Public Health and Preventive Medicine/ Project Director, Tamil Nadu Health System Project / Project Director, Reproductive and Child Health Project are also requested to send necessary draft explanatory notes for inclusion of the above expenditure in the Supplementary Estimates 2006-07 to Government in Finance Department to obtain the approval of the Legislature at the appropriate time.

9. This order issues with the concurrence of Finance Department vide its U.O.No. 340/DS/PU/06-1 dated 10.11.2006 and ASL No.916 (Nine Hundred and Sixteen).
