ORDER:

 

The Project Director, Tamil Nadu State Blindness Control Society, Chennai has reported that, construction of Base Eye Wards and Operation Theatres at 25 places in Teaching and non-teaching hospitals have been completed under World Bank Assisted Cataract Blindness Control Project in Tamil Nadu to provide better facilities for the eye ailments to the people of Tamil Nadu. The Government of India in their order first read above have released funds among others for provision of furnishing to the wards and Operation Theatres constructed under the World Bank Assisted Cataract Blindness Control Project. The Assistance has been provided at the rate of Rs.5,000/-- per bed and Rs.1.00 lakh per Operation Theatre. Based on the sanction of funds, the Director of Medical Education and the Director of Medical and Rural Health Services have requested for release of funds during 1999-2000.

The Director of Medical and Rural Health Services has reported that under the World Bank Assisted Cataract Blindness Control Project base eye wards were constructed consequent on the completion of construction, the Government of India have released funds to the 19 base eye wards in the following Manner:-

 

  1. Furnishing cost of Rs.5,000/- per bed for 496 beds
  2. (Comprising all 25 base eye wards) (19+6) : Rs.24,80,000

  3. Furnishing of Operation Theatres at the cost of
    Rs.1,00,000/- per Operation Theatre
    (Comprising 10 Base Eye Wards) :                  Rs.22,00,000

The Director of Medical Education has stated that for the above purpose, the amount sanctioned by the Government of India is 20.60 lakhs and requested release of funds for 1999-2000.

3. The Government have examined the proposal of the Director of Medical and Rural Health Services and the Director of Medical Education in detail. The Government of India have released a sum of Rs.85.40 lakhs for furnishing of wards and Operation Theatres under World Bank Assisted Cataract Blindness Control Project. Of this a sum of Rs.67.40 lakhs is meant for 25 eye wards constructed recently. The share for Director of Medical and Rural Health Services side is Rs.46.80 lakhs and for Director of Medical Education side is Rs.20.60 lakhs for which they have sought for administrative and financial sanction. Therefore the Government have decided to accept the proposals of the Director of Medical and Rural Health Services and Director of Medical Education and release of funds.

4. Sanction is accorded for incurring a sum of Rs.67.40 lakhs as non-recurring expenditure (Rupees Sixty seven lakhs and Forth thousand only) i.e. Rs. 46.80 lakhs for non-teaching side i.e. Director of Medical and Rural Health Services side and Rs.20.60 lakhs for the teaching side i.e. Director of Medical Education side towards furnishing of 25 base eye wards and Operation Theatres under the World Bank Assisted Cataract Blindness Control Project released by the Government of India for the year 1999-2000. The quantum of expenditure sanctioned above to the 19 non teaching Medical Institutions under the control of Director of Medical and Rural Health Services side and 6 Teaching Medical Institutions under the control of Director of Medical Education are shown in the Annexure I and II respectively to this order. The Director of Medical and Rural Health Services / Director of Medical Education are authorised to incur the expenditure against the sanction accorded and included the expenditure in Final Modified Appropriation 1999-2000.

5. The non-recurring expenditure of Rs.46.80 lakhs shall be debited to the following head of Account:-

"2210 Medical and Public Health-06 Public Health 101. Prevention and Control of Blindness - Schemes in the Ninth Five Year Plan-III Centrally Sponsored Scheme-SN. Establishment of District Mobile Opthalmic Unit at Government Headquarters Hospitals under National Programme for Control of Blindness with World Bank Assistance 19. Machinery and Equipments - Purchase (DP Code No.2210-06-101.SN 1901) - 46 clothing Tentage and Stores (D.P.Code No.2210.06.101.SN 4602) 47 Stores and Equipments (D.P.Code No.2210.06.105.SN 4700)"

The Non-recurring expenditure of Rs.20.60 lakhs shall be debited to the following Head of Account:-

"2210 Medical and Public Health 06 Public Health 101. Prevention and Control of Blindness - Schemes in the Ninth Five Year Plan-III Centrally Sponsored Scheme-SM State Project Management Cell under National Programme for Control of Blindness with World Bank Assistance 19 Maintenance and Equipments-1 purchase (D.P.Code No.2210 06 101 SM 1901) and 47 Stores Equipment (2210 06 101 SM 4702)

6. This order issues with the concurrence of Finance Department vide its U.O.No.7474/Health-I/2000-1, dated 20.2.2000.
