ORDER:

In the order first read above, the Government approved of a scheme for the grant of financial assistance from the Chief Minister’s Public Relief Fund to indigent patients who have been advised to undergo Kidney Transplantation and Cardiac Surgery but, are not in a position to meet the entire expenditure involved in a major surgery from their own sources. In the order second read above, the procedure has been simplified to ensure that the assistance reaches the patients quickly. Eventhough, the scheme was designed to extend financial assistance for Kidney Transplantation/Coronary Bye-pass surgery, petitions seeking financial assistance for certain major surgeries like Open Heart Surgery, Spinal cord, Cancer, Kidney Stone, Neuro Surgery and Hip Joint-replacement (Orthopaedic Surgery) are being received by the Government. Moreover, on the requests made by then deserving patients, the District Collectors are also recommending the cases for sanction of Financial assistance for surgeries other than Kidney Transplantation and Coronary Bye-pass Surgery. In the light of the above circumstances, the Government have examined the question of fixing a scale of assistance depending upon the nature of surgeries and the cost involved therefor. The Government have decided that the scale of financial assistance for the different surgeries undergone by persons in recognised private hospitals shall be as indicated below:-

  8. 8) Excision of tumor in heart
  9. 9) Repair of reptured sinus of Valsalva Anusuryam
  10. 10) Double Chamber Right Ventricular Repair
  11. 11) Aortic Arch Anauryam
  12. 12) Repair of complicated congenital Heart defects such as
  13. a) Transplantation of great Arteries
  14. b) Trancus Arteoosy

3. Closed Heart Surgery: Rs.2,000/-

    1. Mitral Commisurotomy
    2. Division and suture of paten Ductus Artorisus
    3. B.T.Shunt
    4. Correction of Aorts
    5. Pericardiectomy

4. Kidney Transplantation Rs.5,000/-

 

5. 1) Kidney Stone and other diseases relating to Rs.2,000/-

Urinary Passage

2) Cancer

    1. Neuro Surgery (skull Opening)
    2. Spinal Cord
    3. Hip Joint Replacement

2. In respect of surgeries mentioned in Serial No.3 (Closed Heart Surgery) and Serial No.5 (Other Surgeries) the quantum of assistance fixed is Rs.2,000/-. But this will be sanctioned only in exceptional cases, purely on a discretionary basis.
