ORDER:
In yet another step towards achieving the objective
of providing medical care to the people particularly to those under poverty line, the
Government announced in the Budget for 1992-93 that a new scheme of expanded Medical care
for the poor would be launched. Under this scheme, financial assistance of Rs.20,000/- /
Rs.15,000/- will be given for life saving surgery undertaken ;by the poor in any one of
the recognised private hospitals. This scheme shall be implemented in addition to the
existing scheme ordered in the Government orders read above.
2. Under the existing scheme financial assistance
upto Rs.5,000/- per case is granted to patients who undergo Kidney
Transplantation/Coronary by-pass surgery / major surgeries like spinal cord/Cancer/Kidney
Stone/Neuro-Surgery and Hip-joint replacement and who satisfy the norms laid down therein,
The new scheme will cover indigent patient who undergo life saving surgeries:
3. The Government accordingly sanction the scheme
for grant of financial assistance under the Chief Ministers Public Relief Fund as
detailed below:
- Life saving major surgeries like Open Heart Surgery/Kidney
Transplantation etc, identified by the Director of Medical Education and Director of
Medical and Rural Health Services will be covered under this scheme.
- These surgeries should be done in any one of the recognised private
hospitals. The private hospitals recognised under the earlier scheme will be the
recognised hospitals under the scheme.
- The patients income should not be more than Rs,12,000/- per
annum and they should be natives of Tamil Nadu.
- Facilities or major surgeries are available in teaching hospitals and
Headquarters Hospitals, However these facilities may some times be not readily available
in emergency cases. Whenever major surgeries are performed on patients in private
hospitals a certificate from the Head of the teaching Hospital or headquarters Hospital
should be obtained to the effect that the surgery was undertaken for saving the life of
the patient. The Joint Directors of the Medical Services may also give a certificate to
this effect.
5. The amount of assistance will be 50% of the
expenditure as billed by the hospital subject to a maximum of Rs,20,000/- (Rupees twenty
thousand only) in the case of open heart surgeries involving valve replacement and kidney
transplantation and a maximum of Rs.15,000/- (Rupees fifteen thousand only) per case. In
the case of all other open heart surgeries the amount of relief given under the Prime
Ministers Relief Fund will be taken into account while computing the expenditure
involved in the surgery.
- The application for sanction of financial assistance should be
processed by the Collector and forwarded to the Government after due enquiry and with
necessary certificates obtained from the head of the teaching hospital or headquarters
Hospital or the Joint Director, Medical and Rural Health Services.
4. This scheme shall take effect from 6.3.1992 and
cover the surgeries performed to be performed thereafter.
5. This order issues with the concurrence of Finance
Department vide U.O.No.2373/PS/P/92 dated 4.6.1992.
