ORDER: The Government of India have allocated a sum of Rs.4.30 lakhs as mentioned below for the implementation of National Iodine Deficiency Disorder Control Programme in Tamil Nadu for the year 1998-99.
2. The Director of Public Health and Preventive Medicine has stated that a sum of Rs.3.50 lakhs only has been allotted under Budget Estimate for 1998-99 under "2210-06-101-SE-0006 out of which Rs.0.40 lakh has been provided under 05-CE-02- Other Contingencies and the rest being cost of Staff. The sanction from Government of India includes activities related to production and distribution of proto-type Health Education Materials on Goitre, emphasising the need for greater consumption of iodised salt in the Goitre endemic areas and also to undertake Goitre survey in the endemic Districts. The Director of Public Health and Preventive Medicine has requested to accord sanction for Rs.1.00 lakh for publicity and Health Education and Rs.60,000/- for incurring the expenditure in survey as a special case as per the allotment of Rs.4.30 lakhs made by Government of India for the year 1998-99. The Director of Public Health and Preventive Medicine has also requested to permit him to draw the amount of Rs.1.60 lakhs in advance under article 99 of Tamil Nadu Financial Code Volume II so as to enable him to incur the expenditure for the specific purposes early, pending provision in Revised Estimate 1998-99. 3. The Government have carefully examined the proposal of the Director of Public Health and Preventive Medicine. They sanction an expenditure of Rs.1.60 lakhs (Rupees One lakh and sixty thousand only) (Rs.1.00 lakh for publicity and Health Education and Rs. 0.60 lakh for survey) as a Special case for implementation of National Iodine Deficiency Disorder Control Programme as per the allotment of Rs.4.30 lakhs made by the Government of India for the year 1998-99. The Government also permit the Director to draw the amount of Rs.1.60 lakhs sanctioned above in advance under Article 99 of Tamil Nadu Financial Code Volume II irrespective of the fact of pending of similar advances drawn for other purposes of his Department so as to enable him to incur the expenditure for the specific purpose early, pending provision in the Revised Estimate 1998-9 4. The expenditure should be debited to "2210-Medical and Public Health-06-PH-101. Prevention of Control of Diseases-Schemes in the VIJI Five Year Plan-Centrally Sponsored S.E. Prevention and Control of Goitre" (DPC No.2210-06-101-SE-050E). 5. This order issues with the concurrence of Finance Department vide its U.O.No.609/SS/98, dated 16-10-98.
