Diet – Institute of Mental Health, CHENNAI – change in diet to inpatients of Institute of Mental Health – Enhanced diet charges – Orders issued.

ORDER:

The Director (in-charge) Institute of Mental Health, CHENNAI has stated that the scale of diet adopted in the Institute of Mental Health has been inadequate and the quality has to be improved.  He has proposed a change in the existing diet pattern to ensur5e supply of diet rich in protein and other nutrients with enhanced caloric value which will make ideal breakfast and dinner for the inpatients of Institute of Mental Health, Chennai.  The Director, Institute of Mental Health has stated that while the existing diet expenditure per patient, per day is Rs.9.64. the proposed diet will cost Rs.13.70 per patient per day, thus involving and additional expenditure of Rs.4.06 per patient per day.  The total additional expenditure for 1800 patients per annum will be Rs.26,67,000. 

2.The Director has requested permission to implement the new diet system for the inpatients in the Institute of Mental Health and sought for sanction of extra budget provision for Rs.26,67,000 to implement the new diet system.  The Director of Medical Education has endorsed with the views of the Director (I/c), Institute of Mental Health.

3.The Government have examined the matter in detail.  It is considered and provide a nutritional diet which is rich in protein to the mentally ill patients.  Therefore every need to upgrade the diet for the patients.  The Government have therefore decided to accept the suggestion to increase the diet charges from Rs.9.64 to Rs.13.70 per patient per day for inpatients of the Institute of Mental Health in order to provide nutritional diet.

4.The Government accordingly direct that the existing diet charge of Rs.9.64 increased to Rs.13.70 per patient per day for the inpatients of the Institute of Mental Health with effect from 1.4.2002 and also sanction a sum of Rs.26.67 lakhs for 2002-2003.

5.The expenditure shall be debited to the head of account under 2210-Medical and Public Health 01. Urban Health Services – Allopathy 110 – Hospitals and Dispensaries                 Institute of Mental Health 67. Feeding/Dietary charges 09.others(DPC2210 01 110/ 

6.The expenditure sanctioned in Para 4 is an item of “New Instrument of Services and approval of Legislature will be obtained in due course.  Pending approval of the Legislature expenditure will be initially met from the contingency fund.  The Director of Medical Education is therefore requested to apply in the prescribed form along with a copy of the order to Finance (BG.1)Department for sanctioning the amount from contingency Fund. 

7.This order issues with the concurrence of the Finance Department vide its H.O.427/DS(TK)2002-1 dt.22.5.2002 and additional sanction ledger No.94(Ninety four).
