ORDER: In the Government Order first read above, orders were issued among other things for the introduction of Group Insurance scheme for the mothers who undergo sterilisation operation in Government Hospitals / Local Bodies / Voluntarily Organisations and approved Nursing Homes on experimental basis for a period of one year from 1.2.2001 onwards. 2. In the government Order second read above, orders were issued for the continuance of the Group Insurance Scheme for three months beyond 31.1.2002. In the said Government Order, the Director of Family Welfare was requested to take necessary action to call for tenders for the selection of Insurance Company as per provisions of the Tamil Nadu to the Government for approval. 3.The Director of Family Welfare has stated that open tender was called for towards the Group Insurance Scheme for mothers undergoing sterilisation. Tender from existing Insurance Company ( namely – National Insurance Company Limited) alone was received and it was opened on 1.3.2002. The above Insurance Company has quoted a premium of Rs.15/- per case(i.e) one rupee more than the existing rate. The director of Family welfare has requested to issue orders as to whether the only one tender received may be accepted and further action taken. The Director of Family Welfare has also requested for the further continuance of the Scheme beyond 30.4.2002 as otherwise the compensation to the families of the deceased mothers could not be paid since the policy would lapse on 30.4.2002. 4.In this connection, the Director of Family Welfare was instructed to negotiate with the National Insurance Company and try to bring down the rate of premium to the present level of Rs.14/- per case. 5.The Director of Family Welfare has now stated that he had negotiated with the National Insurance Company officials and they have agreed to reduce the premium rate to Rs.14/- per case for the period from 1-5-2002 to 30-4-2003. 6.The Government, after careful consideration, have decided to accept the only one tender with premium rate of Rs.14/- per case received from the National Insurance Company Limited towards Group Insurance Scheme for mothers undergoing sterilisation and sanction further continuance of the Group Insurance Scheme for mothers undergoing sterilisation beyond 30.4.2002. The Director of Family Welfare is requested to take necessary further action in the matter. 7. As regards the request of the Director of Family Welfare to permit him to draw the half yearly premium as advance under Article 99 of Tamil Nadu Financial Code Volume – I pending settlement of previous advance bills if any, it is clarified that payments towards Insurance Premium has to be made in advance, the insurance policy will be operative only from the date of payment. Hence, it is not an advance but only premium payment made at the commencement of Insurance period. As regards the request of the Director of Family Welfare to issue necessary instructions to the Pay and Accounts Officer(South), to admit the bills for payment without insisting Ways and Means Clearance, the Director is requested to approach Finance(W&M) separately for Ways and Means exemption. 8.This order issues with the concurrence of Finance Department, vide its U.O.No.26510/H1/2002,dated 11-4-2002.
