 ORDER:

At present there are two Government Siddha Medical Colleges, one at Chennai and the other at Palayamkottai, Tirunelveli District.  The Government Siddha Medical College, Chennai has a sanctioned intake at undergraduate level at 50.  The Commissioner of Indian Medicine and Homeopathy has proposed to increase this to 80 earmarking the additional 30 seats as who opt for payment seats will have to pay Rs.50,000/- per seat per annum for the Siddha seat as already permitted to be charged by the Private Institutions for payment seats.  The admission will be made following all other norms of the Government of Tamil Nadu including communal rotations.  He has also stated the additional facilities will have to be created to meet the requirements for additional number of students including recruitment of staff, purchase of furniture, additional constructions etc., which can be easily done from the accrual of funds from the payment seats will generate surplus for further upgrading the standard in the institution and eventually making it an institution of excellence.  The Commissioner has further stated that the staff may be appointed on five year contract basis and absorbed from the sixth year on regular time scale.  The Commissioner of Indian Medicine and Homeopathy has also stated that the additional money that institution receives in the first year will be Rs.15 lakhs.  The second year it will be Rs.30 lakhs and so on.  It will eventually stabilize as Rs.75/- lakhs per annum from fifth year onwards.  The recurring expenditure by way of additional staff will be Rs.3.6 lakhs for the first year and will be Rs.17.64 lakhs for the fifth year.  Even after taking the additional cost of non-recurring expenditure like furniture, equipment etc., the total expenditure in the five years period will only be Rs.58.02 lakhs as against receipt of Rs.2.25 crores.  This will leave a surplus of Rs.1.67 crores which can be used for capital works as well as for other upgradation.  Incidentally from the sixth year onwards every year the additional revenue will be R.75 lakhs whereas committed recurring expenditure may only be of Rs.25 to 30 lakhs leaving a substantial balance for further improvements.

2.The Government after careful examination accept the proposal of the Commissioner of Indian Medicine and Homeopathy and accordingly issue the following orders:-

(i) The number of sanctioned seats in Government Siddha Medical college, Chennai at undergraduate level shall be increased from 50 seats to 80 seats.  The 30 seats newly created in Siddha wing will be on payment basis at undergraduate level in Government. Siddha Medical college, Chennai at Rs.50,000/-(Rupees Fifty Thousand only) per seat per annum.

(ii) The accrual of funds from the payment seats received from the students will be used for additional facilities of the students such as creation of staff, purchase of furniture, additional constructions etc.

(iii) The staff shall be appointed on five year contract basis and absorbed from the sixth year on regular time scale applicable to them respectively.

(iv) The tuition fees collected shall be deposited in a Nationalised Bank in joint account operated by the Principal and Vice Principal.

(v) As in the case of Medical College in the Allopathy wing a society called Indian system of Medicine Development and Educational Society will be formed. The funds generated will go to this society which will be utilised to improve the institutions.  Representative of Health and Family Welfare Department and the Finance Department will be part of the decision making process of the above society.

3.The Commissioner of Indian Medicine and Homoeopathy is requested to send suitable proposals forgetting approval of the central council of Indian Medicine, New Delhi and Dr. M.G.R. Medical University, Chennai for increase of seats as ordered in para-2 above.

4.The increase in seats and fees structure will take effect from the academic year 2002-2003.
