ORDER:

The Government of Tamil Nadu has sent a Comprehensive Project proposal "Tamil Nadu Health System Development Project" at an outlay of Rs. 650.00 crore to the Government of India for forwarding to the World Bank for financial assistance. The World Bank Mission led by Ms. Preeti Kudesia (Mission Leader), Tawhid Nawaz from World Bank, Washington and comprising of other members viz. Ms. Shreelata Rao Seshadri and Dr. David Porter participated in Health System Development Project (HSDP) Planning Workshop at Indian Institute of Technology (IIT), Chennai, from 18.02.2003 to 20.02.2003. The Workshop's key outcome had been the firm commitment expressed by the World Bank Mission to provide assistance to Tamil Nadu for development of Government Hospitals in terms of infrastructure, training, Management Systems Development, cost sharing, action research studies etc. for improved access, equity and quality of care.

2. The Project Director, Reproductive and Child Health Project, has stated that for more than a year, they have been Managing Workshops, Seminars, Meetings, Preparatory activities and Data collection analysis and Reporting etc, from out of Reproductive and Child Health and DANIDA Project facilities, resources and manpower. With DANIDA project coming to an end during this year 2003 and Reproductive and Child Health Project I to be speeded up towards completion and Reproductive and Child Health Project II for which planning is underway, further concentration on Health System Development Project preparation work needs some resource support. With a view to comply with the time schedule towards moving to appraisal of Health System Development Project in January 2004, they are trying to mobilise resources from DANIDA, Reproductive and Child Health Project etc, for various activities. He has further stated that a small team of officers exclusively meant for Health System Development Project is absolutely needed to cope up with the pressure of work. He has suggested the team composing of:

Two Medical Officers - 2 posts, either in the rank of Assistant Surgeon or Senior Assistant Surgeon in the scale of pay of Rs. 8000-275-13500;

One Public Health Nurse - 1 post in the scale of pay of Rs.5900-200-9900; and

One Statistical Assistant or Statistical Officer – 1 post in the scale of pay of Rs.5300-150-8300 for Statistical Assistant and 8000-275-13500 for Statistical Officer.

He has added that such of those who have got an aptitude to work in a project mode will be chosen and appointed for the project team of four posts.

3. The Project Director, Reproductive and Child Health Project, has now identified 2 posts of Medical Officers in Primary Health Centres in the cadre of Senior Civil Surgeon in consultation with the Director of Medical and Rural Health Services and the Director of Public Health and Preventive Medicine in the following Health Unit Districts:

1. Primary Health Centre, Thalavadi - Erode Health Unit District

2. Primary Health Centre, Ukkaramkottai - Tirunelveli Health Unit District

The post of Medical Officer in Primary Health Centre, Thalavadi was sanctioned and made permanent in the Government Order first read above and the post of Medical Officer in Primary Health Centre, Ukkaramkottai was sanctioned in the Government Order second read above and made permanent in the Government Order third read above. He has, therefore, requested that the above 2 posts maybe diverted to Health System Development Project Cell of the Project Directorate of Reproductive and Child Health Project on redeployment basis till the end of the project or the necessity for the posts ceases, whichever is earlier. He has also requested that he may be permitted to fill up the posts. He has further stated that proposals for the other 2 posts will be sent in due course.

4. The Government, after careful examination, have decided to accept the proposal of the Project Director, Reproductive and Child Health Project. Accordingly, the Government accord sanction for creation of a Health System Development Project Cell to do the Health System Development Project work and Reproductive and Child Health Project II preparatory work by diverting the following 2 posts of Medical Officer in the Cadre of Senior Civil Surgeon from the following Primary Health Centres to the Cell, on redeployment basis till the end of the Project period or till the necessity for posts ceases, whichever is earlier:-

One Post of Medical Officer

in Primary Health Centre, Thalavadi -- Erode Health Unit District

One Post of Medical Officer

in Primary Health Centre, Ukkaramkottai -- Tirunelveli Health Unit District.

The Project Director is also permitted to fill up the above mentioned two posts to the Health System Development Cell.

5. The expenditure shall be debited under the head of account "2210. Medical and Public Health – 03. Rural Health Services – Allopathy – 103. Primary Health Centres – I. Non Plan – BI. Primary Health Centres (D.P.C. 2210 03 103 B1 0004)".

6. This order issues with the concurrence of Finance Department vide its U. O. No.116 / ADS / KSG / 03, dated 18.6.2003.
