ORDER:

The success and sustainability of the Community Health Programmes primarily depend on the participation of the community. The community mobilization will create demand for delivery of quality Reproductive Health Services. To meet this objective the Project Director, Reproductive and Child Health has proposed: -

a) To organise training of trainers by the State trainers.

b) To conduct Workshop to develop curriculum training materials and training methodology for the training of adolescent girls.

c) To train identified school going adolescent girls i.e. 6,500 girls from Madurai District and 4000 girls from Theni District so as to empower them to act as link persons between the Community and Health Service providers. The training will focus on changes in adolescence, personal hygiene, menstrual hygiene and other problems of the adolescents. In addition, they will be taught about conception, antenatal care, danger signs during pregnancy, importance of post natal care, family welfare services, child care, immunisation, information about availability of emergency obstetric care and abortion services. All the trainees will be given the list of Health facilities with emergency obstetric care facilities.

2. The Project Director has requested the Government for sanction of Rs. 73,05,020/- towards implementation of above the proposal. The Government of India, Ministry of Health and Family Welfare, in their letter first read above, have also approved the proposal.

3. The Government after careful consideration accord sanction for incurring a sum of Rs. 73,05,020/- ( Rupees Seventy three lakhs, five thousand and twenty only) as detailed in the Annexure towards empowering the adolescent girls to act as link persons between the community and the Health Service providers in Madurai and Theni Districts under Reproductive and Child Health Sub Project.

4. The expenditure sanctioned in para 3 above shall be debited to the following head of account "2211-00-Family Welfare -103. Maternity and Child Health - Schemes in the Tenth Five Year Plan - III. Centrally Sponsored - SF. District / Sub Project - Reproductive and Child Health Project- 72 Training (D. P. Code 2211 00 103 SF 7204).

5. Necessary funds will be provided in the Revised Estimate / Final Modified Appropriation 2002-2003. Pending provision of such funds, the Project Director, Reproductive and Child Health is authorized to draw the amount sanctioned in para 3 above in advance and to distribute it to the Deputy Director of Health Services, Madurai and Theni towards curriculum development Workshops, training, developing background materials etc. The Project Director, Reproductive and Child Health Project is also permitted to reallocate the sanctioned amount within the various items of expenditure proposed, if necessary.

6. The Project Director, Reproductive and Child Health Project is directed to send necessary proposed to Finance (Health.I) Department for provision in Final Supplementary Estimate 2002-2003 by specific inclusion at the appropriate time without fail. The Pay and Accounts Officer (South), Chennai-35 is directed to admit the bill pending provision of funds in Revised Estimate / Final Modified Appropriation 2002-2003, if the bill is otherwise in order.

7. The Project Director, Reproductive and Child Health Project is requested to take urgent steps to complete the approved activities well within the closure of the project i.e. 31.3.2003.

8. This order issues with the concurrence of Finance Department vide its U. O. No. 6/DS(TK)/ 03-1, Health, dated 21.1.2003 and additional sanction Ledger No. 1146.
