ORDER:

The National Component of the Reproductive Child Health Project provides a lumpsum financial assistance to the extent of Rs. 10.00 lakhs per Community Health Centre (CHC)/ First Referral Units (FRUs) for constructing operation theatres or labour room, and for providing water supply or electricity facility or for upgrading these facilities. As per the Reproductive Child Health norms, Tamil Nadu is eligible for Rs.940.00 lakhs for carrying out Major Civil Works. The Government of India have so far released a sum of Rs.745.30 lakhs for Tamil Nadu under the National Component for the major civil works. Accordingly in G.O. (2D) No. 12, Health, dated 13.3.2002, sanction was accorded to incur a non-recurring expenditure of Rs. 4.04 crores and in G.O.(2D) NO.32, Health and Family Welfare Department, dated 27/5/2003, sanction was accorded to incur non-recurring expenditure of Rs.3.41 Crores for carrying out Civil Works including construction / repairs of Labour room and Operation Theatre and provision of Water Supply and Electricity facilities in the Primary Health Centres / First Referral Units.

2. The Government of India in their letter dated 31.3.2003 have now released an additional instalment of Rs. 194.40 lakhs towards major Civil Works under the Reproductive and Child Health Project for the year 2002-2003. The Project Director, Reproductive and Child Health Project has now sent proposal requesting Government sanction for the above amount of Rs. 194.40 lakhs for carrying out Major Civil Works. He has informed that the selection of Primary Health Centres has been done on the basis of the number of institutional deliveries in the Primary Health Centre / Health Sub Centres and number of caesareans performed in the First Referral Units. The Health Sub Centres have been identified based on the stayal of the Village Health Nurses in the quarters. The Civil Works will be carried out by the State Public Works Department.

3. The Government, after careful consideration have decided to accept the proposal of the Project Director, Reproductive and Child Health Project. Accordingly, sanction is accorded to incur a non-recurring expenditure of Rs. 194.40 lakhs (Rupees One Hundred Ninety Four Lakhs and Forty Thousand only) to carryout Major Civil Works through Public Works Department under Reproductive and Child Health Project, subject to the following conditions:-

(i) To avoid duplication of work, the Project Director, Reproductive and Child Health Project, is requested to obtain an undertaking from the Deputy Director of Health Services / Joint Director of Health Services that no similar item of work is given to the Public Works Department earlier under other schemes or under State Budget.

 

(ii) The Civil Works should be done through Public Works Department as "Remittance Works".

3. The Project Director, Reproductive and Child Health Project is authorised to incur non-recurring expenditure of Rs. 194.40 lakhs as per distribution of funds to Districts shown in the Annexure for carrying the Civil Works through the Public Works Department and to identify the Primary Health Centres / Health Sub Centres / First Referral Units on the basis of norms in consultation with Director of Public Health and Preventive Medicine and Director of Medical and Rural Health Services. He is requested to ensure that detailed estimates are approved by the Competent Authority prior to execution.

4. The non-recurring expenditure sanctioned in para 3 above should be debited to the head of account "2211-00-Family Welfare –103 Maternity and Child Health - Schemes in the Tenth Five Year Plan – III – Centrally Sponsored - SE National Component – Reproductive and Child Health Project –16. Major Works." (D. P. Code 2211-00-103-SE-1604).

5. Chief Engineer (Building) is requested to execute the work under "Remittance" head of account following all procedures in force.

6. The Project Director, Reproductive and Child Health Project is authorized to draw the amount sanctioned in para (3) above pending provision of funds in RE/FMA 2003-04. He should include the expenditure in the RE/FMA proposal for 2003-2004 at the appropriate time to Finance Department and send proposals at the appropriate time to bring this to the notice of Legislature by specific inclusion in the Final Supplementary Estimates.. The Pay and Accounts Officer (South), Chennai-35 is requested to admit the bill pending provision of funds if otherwise found to be in order.

7. Public Works Department should follow the World Bank Guidelines for carrying out the Civil Works.

8. This order issues with the concurrence of Finance Department vide its U.O.No.216/JS(SG)/03, dated 6/11/2003 and Additional Sanction ledger No.679.
