ORDER:
During the Budget Speech for 2002-2003 the then Hon’ble Minister for Health and Education made the following announcement on the Floor of the Assembly.
"Nursing Schools will be started in all District Head Quarters".
2. Following the above announcement, the Director of Medical Education (Schemes), Chennai – 10 in consultation with the Director of Medical and Rural Health Services, Chennai has submitted proposals for increasing 1000 seats in Diploma in Nursing course over and above the existing 745 seats. For this purpose the Director of Medical Education has proposed for starting of eleven new Schools of Nursing and for the increase of seats by 50 in the existing nine Schools of Nursing as follows:
(A) The Director of Medical Education (Schemes) has proposed for starting of seven new Nursing Schools with an annual intake of 50 students to conduct the Diploma in Nursing Course in each of the following District head Quarters Hospitals under the control of the Director of Medical and Rural Health Services:-
1.Kancheepuram
2.Cuddalore
3.Ramanathapuram
4.Dindigul
5.Uthagamandalam
6.Tirupur
7.Nagapattinam
(B) The Director of Medical Education (Schemes) has also proposed for starting of four new Nursing Schools with an annual intake of 50 students to conduct the Diploma in Nursing course in each of the following Institutions under the control of Director of Medical Education:-
1. Kasthurba Gandhi Hospital for Women & Children, Chennai
2. Chengalpattu Medical College Hospital, Chengalpattu
3. Thoothukudi Medical College Hospital, Thoothukudi
4. Kanyakumari Medical College Hospital, Nagercoil
(C) The Director of Medical Education(Schemes) has further proposed for increase of the annual intake by 50 seats in the Diploma in Nursing Course in each of the existing nine Schools of Nursing in the following Government Medical College Hospitals:-
1. Government General Hospital, Chennai
2. Government Stanley Hospital, Chennai
3. Kilpauk Medical College Hospital, Chennai
4. Government Rajaji Hospital, Madurai
5. Thanjavur Medical College Hospital, Thanjavur,
6. Tirunelveli Medical College Hospital, Tirunelveli
7. Annal Gandhi Memorial Government Hospital, Trichy
8. Government Mohan Kumaramangalam Medical College Hospital, Salem
9. Coimbatore Medical College Hospital, Coimbatore
(D) The Director of Medical Education (Schemes) has stated that the following infrastructure facilities are required in the above Institutions:
1. Teaching Staff
2. Non Teaching Staff
3. Building
4. Furniture
5. Equipments
6. Books
7. Vehicles etc.
The Director of Medical Education has furnished the details of requirements of the above facilities under Recurring and Non-recurring Expenditure starting new Nursing Schools and sanction of additional intake of students in the existing Nursing Schools as follows:-
I) SCHEME FOR THE ESTABLISHMENT OF ELEVEN NEW SCHOOLS OF NURSING:
The Director of Medical Education, Chennai has stated that 50 students will be admitted in the First year of the Diploma in Nursing Course in the New Schools of Nursing and there will be 100 students in the Second year and 150 students in the Third year of the course in each of the above institutions.
The Director of Medical Education has requested for the sanction of the following Teaching and Non Teaching Staff and other Recurring and Non-recurring Expenditure as follows:-
(A) TEACHING STAFF REQUIRED BY CREATION OF NEW POSTS:-
1. Principal – (Rs.8000-275-13500) 1´ 11 = 11 Posts
2. Vice Principal-(Rs.6500-200-10500) 1´ 11 = 11 Posts
3. Tutors (Nursing)-(Rs.6500-200-10500) 15´ 11 = 165 Posts

One post of Principal and one post of Vice Principal per institution has to be filed up in the first year itself and 15 posts of Nursing Tutors may be filled up I phased manner in each year i.e.5 Tutors for each year. Nurses already working in the Government Medical Institutions with M.Sc. Nursing /B.Sc. Nursing qualifications may be accommodated in the above Teaching posts and the subsequent vacancies may be filled up by Staff Nurses on Contract Basis.

II Scheme for the increase of Seats by 50 in the nine existing schools of nursings:
The Director of Medical Education has requested for the sanction of the following Teaching Staff, Non-teaching Staff and Recurring Expenditure and Non-recurring Expenditure to the existing nine Schools of Nursing towards increase of 50 seats in each institutions.
(F) Teaching Staff (By creation of New Posts)
Nursing Tutors (Rs.6500-200-10,500) 15´ 9 = 135 Posts
These posts may be filled up in phased manner @ 5 Tutors for each year (I, II, III). They may be appointed by promotion of Nurses with required qualification and the resultant vacancies may be filled up by contract appointment.
(G) Non-Teaching Staff (by Redeployment)
The following Non Teaching Staff are requested and they may be appointed on redeployment.

3. The Director of Medical Education has therefore requested for one time sanction of Rs.237.70 Lakhs towards Recurring and non-recurring expenditure for the first year of the Diploma in Nursing Course to be started in Eleven New Nursing Schools and increase of 50 seats in each of the nine existing Nursing Schools as per the announcement made by the Hon’ble Minister for Health on the Floor of the Assembly.
Fee Structure
4. Non fee is being collected at present from the Students of Diploma in Nursing Course (Stipendiary Candidates) whereas Rs.200/- is being collected from the Non-Stipendiary Students as Tuition Fees. The Director of Medical Education 9Schemes) has proposed that Rs.7,500/- per candidate per year may be collected as tuition fees under the above Schemes. A sum ofRs.75,00,000/- per year may be collected for 1000 seats. The Director of Medical Education (Schemes) has further stated that in order to meet development costs and other recurring costs in future, a special fee of Rs.2500/- per candidate per year may be collected in addition to the tuition fees and the same will be retained by the institutions. She has also suggested that the fees can be revised every two years based on the functioning of the two kinds of institutions.
5. The Director of medical Education (Schemes) has added that from Second year onwards the Institution would generate enough resources to meet out the recurring expenditure including salary etc. on their own.
6. The Government, after careful consideration, have decided to accept, the proposals of the Director of Medical Education 9Schemes), Chennai and issue the following orders.
(I) 11 (Eleven) New Schools of Nursing as indicated below with an annual intake of 50 (Fifty) students in each of them, be opened:
(a) Seven New Schools of Nursing in the following 7 (Seven) District head Quarters Hospitals under the Control of Director of Medical and Rural Health Services:

(C) The Government also direct that the Teaching staff be appointed by promotion of the existing staff having required qualifications for the promotional posts and the resultant vacancies be filled up by contract appointment, as per rules in force. The Posts of 15 numbers of Tutors (Nursing) shall be filled up in a phased manner at the rate of 5 Tutors in the first, second and third year of the Diploma in Nursing Course respectively. The Non-teaching posts sanctioned above be filled up by redeployment.
7. The Government also sanction an expenditure of Rs.237.70 Lakhs (Rupees Two hundred and thirty seven lakhs and seventy Thousand only) as one time expenditure for the first year alone towards recurring cost (including the salary to the Staff sanctioned above) and Non-recurring cost for the establishment of the eleven new Schools of Nursing and for the increase of seats 50 in the existing nine Schools of Nursing as requested by the Director of Medical Education as detailed below:-

The Government direct that only minimum required staff be appointed as per student strength/norms of Nursing Council and the expenditure be minimized to the extent possible.
8. The Government also direct, that Rs.7500/- (Rupees Seven Thousand Five Hundred only) per candidate per year be collected as Tuition fee. The Government also direct that in order to meet the development cost and recurring cost in future, a special fee of Rs.2500/- (Rupees Two Thousand Five Hundred only) per year per candidate be collected which shall be retained by the institutions for development purposes. The fees prescribed above is applicable to the eleven new Schools of Nursing and for the additional 50 seats sanctioned to the nine existing Schools of Nursing.
9. The amount sanctioned in Paragraph 7 above is debatable to the following new Sub-Head of Account to be opened under Demand No.18, Health and Family Welfare Department:-
2210-Medical and Public Health – 01. Urban Health Services – Allopathy – 110. Hospital Dispensaries – Schemes in the Tenth Five Year Plan – II. State Plan – LE. Establishment of new Schools of Nursing in the Government Medical College Hospitals – 01-Salaries –1. Pay "(DPC 2210 01 110 LE 0116)
10. The expenditure sanctioned in Paragraph 7 above is an item of "New Service" and the approval of Legislature will be obtained in due course. Pending approval of the legislature, the expenditure will be initially met by an advance from the Contingency Fund, for which orders will be issued by the Finance (B.G.I.) Department. The Director of Medical Education (Schemes) Shall apply to the Government in Finance (BGI) Department in the prescribed proforma for the sanction of an advance from contingency fund enclosing a copy of this order. The Director of Medical Education (Schemes) is also requested to send necessary proposals to the Finance Department for inclusion of the expenditure in the Revised Estimate and F.M.A. 2003-2004, for bringing it to the notice of the Legislature in due course.
11. The Director of medical Education is the Estimating, Reconciling and controlling authority for the above Heads of Account.
12. The Director of Medical Education is requested to issue proceedings for opening of necessary detailed and sub detailed Heads of account and mark a copy to Finance (BGI) for allotment of DP Code.
13. The Pay and Accounts Officers/Treasury Officers are requested to open the heads of account in their accounts.
14. This order issued with the Concurrence of the Finance Department vide its U.O.No.244/SS(KSG)/II II/03, dated 24.11.2003 and with additional sanction Ledger No.739.
