ORDER: Under Reproductive and Child Health Sub Project, provisions have already been made for the purchase of New Born Care Equipments, essential equipments (instruments to the Primary Health Centres at Madurai and Theni Districts to provide safe abortion services and permanent contraception services, delivery services etc. However, the requirement of New Born Care Equipment is necessary to give treatment to complicated cases referred from Primary Health Centres to First Referral Units. The estimated cost of the item is Rs. 5.00 lakhs. The Government of India have already diverted Rs. 23.00 lakhs from Information, Education and Communication (IEC) to Procurement Component for Emergency Obstetric Care (EOC) Equipment and New Born Care (NBC) Equipment. 2. The Project Director, Reproductive and Child Health Project, has proposed to purchase the New Born Care equipments at a cost of Rs. 5.00 lakhs for use in First Referral Units at Madurai and Theni Districts. The Empowered Committee of Reproductive and Child Health Project has agreed to the above proposal. 3. The Government, after careful consideration, decided to accept the proposal of the Empowered Committee and sanction a sum of Rs. 5.00 lakhs towards purchase and supply of New Born Care (NBC) equipments for the use of First Referral Units in Madurai and Theni District duly following the World Bank guidelines. 4. The expenditure shall be debitable under the Head of account "2211-00. Family Welfare – 103. Maternity Child Health Schemes in Tenth Five Year Plan – III. Centrally sponsored – SF. District Subproject – Reproductive and Child Health Project –19. Machinery and Equipment – 1. Purchase. (D.P. Code 2211-00-103-SF-1915.)" 5. The Project Director, Reproductive and Child Health Project, is permitted to draw and incur the expenditure, pending provision of funds in Revised Estimate / Final Modified Appropriation 2003-2004. 6. Necessary funds will be provided in Revised Estimate / Final Modified Appropriation 2003-2004. The Project Director, Reproductive and Child Health Project, is directed to send necessary proposals to Government in Finance Department to include the expenditure in Revised Estimate / Final Modified Appropriation 2003-2004. 5. This order issues with the concurrence of Finance Department vide its U.O. No. 33061 / Health I / 2003 dated: 23.6.2003 and additional sanction ledger no. 238.
