ORDER: Under the Reproductive and Child Health Sub Project at Madurai and Theni, provisions have already been made for purchase of essential Maternity, Paediatric and General equipments to Primary Health Centres for providing New Born Care, Emergency Obstetric Care (EOC) Services at First Referral Units. The Emergency Obstetric Care equipments are necessary and are very essential for the smooth running of First Referral Units and to reduce the Maternal death. The Government of India have already diverted an amount of Rs. 23.00 lakhs from Information, Education and Communication (IEC) to the procurement component for procurement of Emergency Obstetric Care and care of the new born in the First Referral Units. 2. The Project Director, Reproductive and Child Health Project, has, therefore, proposed to purchase and supply the Emergency Obstetric Care equipments for the use of First Referral Units in Madurai and Theni Districts at a cost of Rs. 18.00 lakhs. Empowered Committee has approved the above proposal. 3. The Government, after careful consideration, accept the proposal of the Empowered Committee and sanction a sum of Rs. 18.00 lakhs (Rupees eighteen lakhs only) towards purchase and supply of Emergency Obstetric Care equipments for the use at First Referral Units in Madurai and Theni Districts. 4. The Empowered Committee, Reproductive and Child Health Project, is requested to purchase the equipments as per the procedures and guidelines issued by the Government. 5. The Project Director, Reproductive and Child Health Project, Chennai is permitted to add or delete the items, increase or decrease the quantities of equipment depending on the need of First Referral Units within the amount sanctioned. 6. The Project Director, Reproductive and Child Health Project is permitted to draw and incur the expenditure, pending provisions of funds in Revised Estimate / Final Modified Appropriation 2003-2004. 7. Necessary funds will be provided in Revised Estimate / Final Modified appropriation 2003-2004. The Project Director, Reproductive and Child Health Project is requested to send necessary proposals to Government in Finance Department to include the expenditure in Revised Estimate / Final Modified appropriation 2003-2004. 8. The expenditure shall be debitable under the following Head of account "2211-00. Family Welfare – 103. Maternity and Child Health Schemes in Tenth Five Year Plan-III. Centrally sponsored – SF. District Subproject – Reproductive and Child Health Project –19. Machinery and Equipment – 1. Purchase. (D.P. Code 2211-00-103-SF-1915.)" 9. This order issues with the concurrence of Finance Department vide its U.O. No. 33062 / H1 / 2003, dated 23.6.2003 and additional sanction ledger No. 237.
