Government of Tamil Nadu Abstract Health and Family Welfare Department – Lifting of ban on recruitment – Filing up of vacancies of Para Medical Staff on contract basis Orders Issued. HEALTH AND FAMILY WELFARE (C.2) DEPARTMENT G.O.(D)No.1577 Read: 1. G.O.Ms.No.185, P&AR Department, dated 15.5.1991. ORDER: In the G.O. first read above, orders have been issued among others, imposing a total ban on recruitment of temporary employees through the Employment Exchanges for a period of one year in the first instance from the date of issue of the said order. In the G.O. second read above ban orders issued in the G.O. First read above were continued for a further period of one year with effect from 15.5.1992. 2. During the Collector’s Conference held on 1st, 2nd and 3rd August 2001, many of the District Collectors brought to the notice or the Government that number of Para Medical posts are vacant in the District Hospitals which directly affect the health Service delivery badly. During the Collectors’ Conference, Hon’ble Chief Minister announced that necessary action will be taken by the Government to fill up the above said vacancies immediately. 3. Accordingly a meeting was convened by Secretary to Government, Health and Family Welfare Department with the Director of Medical Education/Director of Medical and Rural Health Services/Director of Public Health and Preventive Medicine. The Heads of Departments informed that the imposition of ban has resulted in shortage of Para Medical Staff/Technical Staff in the various hospitals affecting health services to the public. 4.The Health Services provided by the State Government overwhelmingly cater to the needs of the lower middle classes and the poorer sections of Society. Due to shortage of Para Medical Staff/Technical Staff the quality of services provided to these sections of the public is affected adversely, especially in Rural areas due to ban imposed in the Government Orders read above. 5.The need for filing up of vacant post of para Medical personnel/technical personnel was discussed in the Cabinet meeting held on 6.8.2001 and it has been decided by the Cabinet to fill up the 1508 vacancies in the post of para medical and technical personnel by lifting the ban imposed in G.O.Ms.No.185, Personnel and Administrative Reforms, dated 15.5.1991 and G.O.Ms.No.396, Personnel and Administrative Reforms, dated 8.11.1993. 6.Based on the above said decision of the Cabinet the question of filling up of the posts of 1508 vacancies in the various Categories of Para medical/technical personnel posts has been examined carefully and accordingly, the Government direct that the various categories of para medical and technical posts as mentioned in the annexure to this G.O. shall be filled up on contract basis through the Employment Exchange by lifting ban in force, on the following terms and conditions:- i) the various categories of posts mentioned in the annexure be employed on contract basis at the consolidated pay of Rs.2500/- p.m., ii) such persons should work for atleast 2 years on specified terms and conditions to be fixed by the concerned Directorates: iii) persons appointed on consolidated pay shall be brought into regular time scale in the respective posts on completion of two years; iv) the categories of posts for which permission is granted for filling up in sub para (i) should be against the sanctioned posts only, and, these posts are not in the additional sanction. While drawing pay for the posts, the regular sanction order (Government Orders) shall be indicated. The Treasury Officers are directed to admit the pay and allowances as applicable to the regular Time Scale of the posts held by them as per the orders in force on that date. v) The question of filing up the posts mentioned below will be taken up after getting further particulars from Heads of Departments concerned. Name of the posts:-
(1) Auxillary Nurse-Midwife/Village Health Nurse 7.The expenditure shall be debited to the appropriate Head of account to which the pay and allowances of the para medical/technical personnel of the respective institutions are drawn. 8. The Director of Medical Education / Director of Medical and Rural Health Services/Director of Public Health and Preventive Medicine Director of Indian Medicine and Homeopathy are directed to pursue immediate action accordingly and send a report to Government in this regard. The Heads of the Department concerned are also requested to send necessary proposals for revival of the posts, wherever necessary. 9. The Treasury Officers/Pay and Accounts Officers are requested to admit the pay bills for these posts without insisting on the revival of posts which are vacant for more than five months. 10. This order issues with the concurrence of the Personnel and Administrative Reforms/Finance Departments vide their U.O.No.54069/P&AR(Per.C)/2001-1, dated 27-9-2001 and 693/Fin.(DS.TK)/2001-1, dated 6-11-2001 respectively.
