ORDER:

Government of India has requested the State Governments to constitute a ‘Revolving Fund’ for extending financial assistance to the poor with the contribution received both from the Government of India and State Government. Accordingly, the Government of Tamil Nadu have constituted a ‘Revolving Fund’ by name ‘Tamil Nadu State Illness Assistance Society’ in the ratio of 2:1 (2 shares by State Government and 1 share by  Government of India) with an initial corpus of Rs.15 crores and have also formed ‘Tamil Nadu State Illness Assistance Society’ (Registered on 20.03.1998 under Tamil Nadu Societies Registration Act 1975) to administer the fund. The affairs of the Tamil Nadu State Illness Assistance Society is administered by the Executive Committee under the Chairmanship of the Secretary to Government, Health and Family Welfare Department and the Director of Medical and Rural Health Services as the Member Secretary.

2. The Tamil Nadu State Illness Assistance Fund Societies Scheme has given effect to Government hospitals alone.

3. The Tamil Nadu State Illness Assistance Society had convened their 7th Executive committee meeting on 06.11.2001 and resolved to grant financial assistance to poor patients who have undergone life saving surgery in accredited private hospitals approved by the Government as in the case of existing system of Chief Minister’s Public Relief Fund Scheme as Rs.25,000/- the maximum amount to be sanctioned under Tamil Nadu State Illness Assistance Society Scheme and the funds for issue of financial assistance will be provided by the Society to the District Collectors concerned and the sanction for each case will be ordered by the Government to the Hospitals. If the patient had paid the amount already to the Hospitals then the amount should be given back to the patients. The Committee have also resolved to release funds to all District Collectors to implement the Scheme through accredited Private Hospitals recognised by the Government under Chief Minister’s Public Relief Fund. The District Collectors in turn will open a savings Bank Account to deposit the amount released by the director of Medical and Rural Health Services and the amount should be deposited in Fixed Deposit Scheme for a period of 30 days, 45 days and 90 days. The Committee have also resolved to send the applications received from the Chief Minister’s Cell to the Member Secretary of the Society and he will send the same to Government for making necessary sanction by Government.

4. Based on the resolutions of the Tamil Nadu Illness Assistance Society and Director of Medical and Rural Health Services has sent proposals to Government that the financial assistance from Chief Minister Public Relief Fund may be ordered under the Tamil Nadu State Illness Assistance Scheme. He has also stated that the procedure for giving financial assistance to the patients who are under going life saving surgeries in the private accredited hospitals recognised by the Government under the Chief Minister Public Relief Scheme may be approved under the Tamil Nadu State Illness Assistance Society Scheme.

5. Government have examined the proposal of Director of Medical and Rural Health Services. Sanction is accorded for Rs.10/- lakhs to each of the following Districts:-

4. Coimbatore

5. Thanjavur

6. Erode

7. Vellore

8. Dharmapuri

9. Tirunelveli

10. Tiruchirapalli

 

Sanction is also accorded for Rs.5 lakhs to each of the following Districts.

  5. Sivaganga

  6. Pudukottai

  7. Virudhunagar

  8. Dindigul

  9. The Nilgiris

  10. Thiruvannamalai

Government ordered that the procedure followed in the case of Chief Minister Public Relief Fund may also be taken into account while sanctioning orders from the Tamil Nadu State Illness Assistance schemes, the procedures laid down for the Chief Minister’s Public Relief Fund are indicated in the Annexure. The Director of Medical and Rural Health Services is requested to release the sanctioned amount to District Collectors. The District Collectors will open savings bank account State Bank of India to deposit the amount released by the Director of Medical and Rural Health Services and the amount should be deposited in the fixed deposit scheme for a period of 30 days, 45 days, 90 days as the case may be. The application received from the Chief Minister’s Special Cell will be sent to the Member Secretary of the society namely Director of Medical and Rural Health Services and the Director will scrutinise the applications and send those applications which require Government orders.

7. The Collectors are requested to send necessary reimbursement proposals to Director of Medical and Rural Health Services and the Director of Medical and Rural Health Services will release the amount from the Tamil Nadu State Illness Assistance Society.

8. This order issues with the concurrence of Finance Department vide its U.O. Note No.54566/Health/2002-1, dated 01.08.2002.

2.  Income of the patient’s family should be Rs.12,000/- and below per annum. A certificate from the Tahsildar to be produced.

3.  Ration card copy has to be enclosed. Ration card has to be enclosed in support of income as well as residence for the proof of the applicant duly attested by a Gazetted Officer or certificate from the Tahsildar.
