 ORDER:-

The Commissioner for Maternal, Child Health and Welfare, Project Officer, Reproductive and Child Health Project, Chennai in the D.O.letter first read above has stated that after conducting three Regional Review Meeting for the Project Officers of Post Partum Centres at Coimbatore, Chennai and Madurai, it was observed that Neo-natal deaths and Maternal deaths are high and are showing an increasing trend in the Teaching hospitals over the past three years.  Subsequently on 5.1.2001 a One day workshop was held for the Deans, Professors or Obstetrics and Gynaecology, Professors or Paediatrics and Project Officers involving panel of experts.  During the workshop, the resource persons suggested that the post Graduate Residents from the Departments of Obstetric and Gynaecology, anaesthesia, Surgery and Medicine may be posted to the District Hospitals and Taluk Hospitals for a period of atleast 4 months in the last year of P.G.Course so that the Post Graduate Residents will be benefited by handling the emergency cases in the First Referral Units.  The Commissioner for Maternal, Child Health and Family Welfare has, therefore suggested the Post Graduate Residents to the following hospitals for a period of at least 4 months in the last year of P.G.Course and the Director of Medical Education and Director of Medical and Rural Health Services may also be requested to issue necessary orders to all the Hospitals under their control that the Staff Nurses posted in the labour ward need not be transferred for a minimum period of one to two years and if transferred that Staff Nurse may be replaced by another trained hand so that the trained Staff Nurses will handle emergency obstetric cases in skilled manner.

2.The Director of Family Welfare, Director of Medical and Rural Health Services and the Director of Medical Education are requested to offer their remarks on the proposal of the Commissioner for Maternal and Child Health and Welfare.  The Director of Family Welfare and the Director of Medical and Rural Health Services in the letters second and fourth read above respectively have agreed to the proposal of the Commissioner Reproductive and Child Health.  However, the Director of Medical Education in the letter third read above viewed that the post Graduate Residents from the Departments of Obstetrics and Gynaecology, Anaesthesia, Surgery and Medicine may be posted to the District Hospitals and Taluk Hospitals for a period of 3 months in the first year and 3 months in the last year of post graduate course.

 3.The proposal of the Commissioner for Maternal, Child Health and Welfare was discussed during the meeting of Heads of Departments meeting held on 27.05.2002.  The Government have carefully examined the proposal in the light of the discussion held in the meeting of the Heads of Departments and have decided to accept the same with certain modifications.  Accordingly the Government direct the Director of Medical Education to depute post graduate residents from the Department of Obstetrices, Gynaecology, Anaesthesia, Surgery, Medicine and paediatric from the Specific Teaching Institutions to the specific Government Hospitals and Taluk Hospitals, as mentioned in para 1 above, in the second year for a period of three months.  The Government also direct that the attendance during deputation is made compulsory.  This comes into effect immediately.
