ORDER:

Reproductive and Child Health Project provide funds for carrying out Major and Minor Civil works in the Health Sub Centres / Primary Health Centres and First Referral Units in the sub Project areas of Madurai and Theni Districts Government of India have allotted a sum of Rs. 602.17 lakhs for carrying out Civil works in the Sub Project Area of Madurai and Theni Districts. Out of the above allotment, orders were issued for Civil works to be undertaken by the Tamil Nadu Medical Services Corporation to the tune of Rs. 565.48 lakhs and the Civil works are under Progress.

2. The Project Director, Reproductive and Child Health Project has now proposed to carry out Civil works / Repairs in the Health Sub Centres/Primary Health Centres and First Referral Units in the Sub Project Districts for the balance amount of Rs. 36.69 lakhs through Tamil Nadu Medical Services Corporation. Tamil Nadu Medical Services Corporation will undertake repairs in consultation with Joint Director of Health Services and Deputy Director of Health Services of Madurai and Theni as per World Bank guidelines. The Empowered Committee, Reproductive and Child Health Project has approved this proposal. Government of India have also released a sum of Rs. 395 lakhs to carryout the remaining Sub Project activities vide their letter third cited.

3. The Government, after careful consideration, accept the decision of the Empowered Committee of Reproductive and Child Health Project and issue the following orders:-

a. Sanction is accorded to incur a non-recurring expenditure of Rs. 36.69 lakhs towards undertaking / Civil works / Repairs in the identified Health Sub Centres/Primary Health Centres and First Referral Units, which show good performance in the Sub Project districts of Madurai and Theni. The works should be carried out by Tamil Nadu Medical Services Corporation in consultation with Joint Director of Health Services and Deputy Director of Health Services of Madurai and Theni Districts as per World Bank guidelines. The Project Director, Reproductive and Child Health Project is authorised to incur non-recurring expenditure of Rs. 36.69 lakhs sanctioned above.

b. The Project Director, Reproductive and Child Health Project is authorised to draw the amount of Rs. 36.69lakhs in advance under the head of account "2211-00-Family Welfare-103-Maternal Child Health Schemes in the Tenth Five Year Plan -III - Centrally Sponsored - SF District / Sub Project - Reproductive and Child Health Project - 16 Major Works" (D.P. code 2211-00-103-SF-1602) and deposit it in the following Personal Deposit account of the Tamil Nadu Medical Services Corporation, Chennai "K. Deposits and Advances. Deposit not bearing interest 8443-00 Civil Deposit - 800 - Other Deposits - AE. Deposits of Government Companies, corporation etc., - 66. Deposits of Tamil Nadu Medical Services Corporation (D.P. Code 8443 - 00 -8-AE 6607 (Receipt)."The Project Director, Reproductive and Child Health Project is requested to present necessary adjustment bill for credit of the amount to the Personal Deposit account of Tamil Nadu Medical Services Corporation.

4. Necessary funds will be provided in the Final Modified Appropriation 2002-2003. Pending provision of funds in Final Modified Appropriation 2002-2003, the Project Director, Reproductive and Child Health Project is permitted to incur non-recurring expenditure sanctioned above. He is requested to send necessary proposals to Finance Department for provision of funds in Final Modified Appropriation 2002-2003.

5. This order issues with the approval of the Empowered Committee of Reproductive and Child Health Project constituted in G.O. (4D) No. 9, Health, dated 1.4.1997 and Finance Department vide its U.O. No. 32 / ADS / KSG, dated 4.3.2003.
