Abstract Establishment – Tamil Nadu Basic Service – Outsourcing of Sanitary Workers and Hospital Workers – Issues of Substitute Workers already working in the Medical College Hospitals / Institutions – Orders issued. Health and Family Welfare (E1) Department G.O.Ms.No.106 Read: 1) G.O.Ms.No.4, Health, Dated 7.1.2002. 2) G.O.Ms.No.49, Health, Dated 14.5.2002. 3) From the Director of Medical Education Letter Ref.No.20240/E4(3)/2002, dated 12.6.2002. 4) G.O.Ms.No.103, Health, dated 21.5 2003. ------ Order: The system of appointing Substitute Workers was in vogue from 1983 in Government Medical College Hospitals / Institutions, and these Substitute Workers were brought into regular establishment at various point of time. The Director of Medical Education has reported that about 439 Substitute Workers are now working in the various Hospitals / Institutions under his control. 2. In the G.Os first and second read above, the Government issued orders for outsourcing the services of Group D Employees like Scavenger, Sweeper, Gardener etc. on contract basis by entrusting the work to the private contractors. 3. The Government have carefully examined the issues of Substitute Workers and issue the following orders: (i) Each Hospital should assist the Substitute Workers employed therein and register them to form a Group. (ii) Hospital should workout the eligibility of staff strength as per the revised norm fixed in the G.O. fourth read above, and if vacancy exists, they should go for outsourcing. Priority should be given in the outsourcing to this Badli Workers Group to the extent of available Workers i.e if there are 40 eligible vacancies and 20 Badli Workers available, the first 20 vacancies will be outsourced to the Badli Workers Group, the rest to the outside contractor. Other guidelines for outsourcing already issued in para 3(i) of G.O.Ms.No.4, Health and Family Welfare Department, Dated 7.1.2002 should be followed. (iii) A sum of Rs.2000/- is fixed as contract sum per eligible vacancy for such Badli Workers. This shall be irrespective of the number of Badli Workers available. (iv) If the vacancies are less than the available Badli Workers, the contract should be given to the Badli Workers Group which shall do the work by distributing the work among the available Badli workers and apportioning the contract sum equally. (v) Badli Workers Group shall elect / nominate a representative who would decide how to apportion the work / the contract sum among themselves. (vi) The monthly rate fixed above shall be reviewed at the end of 2 years. 4. All Deans of Government College Hospitals, Superintendent of Government Institutions / District Headquarters Hospitals should implement the above orders scrupulously from the financial year 2003-2004. 5. The Director of Medical Education and Director of Medical and Rural Health Services are requested to communicate this order to all the Heads of Medical Institutions under their control and to issue instruction to implement the above orders of the Government without fail. 6.
