Pension - Arrears due to the employees who retired between
1-1-96 and 31-3-98 - 60% arrears of commutation - Mode of Payment - Orders - Issued.

ORDER:

In the Government Order first read above, among other things, it has been ordered that 60% of arrears of pensionery benefits to those who retired between
1-1-96 and 31-3-98 shall be paid to the pensioners after 5 years i.e. in the year 2003 with interest as admissible to General Provident Fund. Since the year 2000-2001 the State has had to face an unprecedent financial crisis which has made it extremely difficult to pay these arrears. As the arrear amount constituted a substantial financial outgo, the Government has been unable to pay out the same in one go in cash. Taking into consideration the present financial position of the State and all relevant factors, the Government have decided to pay the balance 60% commutation arrears as follows:

* Arrears on account of Commutation in respect of employees who retired between 1.1.1996 to 31.3.1998, will be paid in three equal annual instalments together with interest as applicable to General Provident Fund starting from the financial year 2004-2005.

2. Accordingly, the Government direct that the balance amount of 60% arrears of commutation along with interest from 1998-99 arrived upto 31--3--2004 be paid in cash, in three equal annual instalments with interest starting from the financial year 2004--2005. The interest shall also be allowed for the balance amount to be paid during 2005--2006 and 2006--2007 at the interest rate as applicable to General Provident Fund.

3. These orders shall apply to the employees who have retired between
1-1-96 and 31-3-98.

4. The Pension Pay Officer/Treasury Officer/Sub-Treasury Officer will work out the commutation arrears due to the pensioners as on 31—3--2004 and disburse the arrears in three instalments in the year 2004--2005, 2005--2006 and 2006--2007.

5. The payment of arrears shall be debited to the following Head of Account:

2071 Pension and Other Retirement benefits-01. Civil -102. Commuted value of Pension -I Non Plan-AB. Payment of arrears on commuted value of Pension and Gratuities-27. Pension -04. Commutation arrears (DP Code No.2071 01 102 AB 2742)

6. For the purpose of calculating the interest, the rates of interest admissible to General Provident Fund account year-wise from 1.4.1998 are given below for ready reference.

7. In respect of pensioners drawing pension under Public Sector Bank Scheme, the concerned Banks will work out the commutation arrears due to the pensioners and disburse the arrears of commutation of pension.
