PENSION -- Arrears due to the employees who retired between 1-1-96 and 31-3-98 Release of entire balance amount of 40% arrears of commutation – Revised orders – Issued.

ORDER:   

            In the Government order first read above, among other things, it has been ordered that 60% of arrears of pensionary benefits to those who retired between 1-1-96 and 31-3-98,  shall be paid  after 5 years, i.e., in the year 2003 with interest as admissible to the General Provident Fund.  In the Government Order fifth read above, revised orders have been issued to the effect that arrears on account of commutation in respect of employees who retired between 1-1-96 and 31—3—98 shall be paid in three equal annual instalments together with interest as applicable to General Provident Fund starting from the financial year 2004—2005.  Based  on the above  orders,  the first instalment of arrears due has been paid to the pensioners in the financial year 2004—2005.

2)  Several representations have been made by the various Pensioners’  Associations and individual pensioners requesting payment of entire  arrears of pensionary benefits in one lumpsum in the financial year 2005—2006, 

3)  In the Budget Speech 2005—06, announcement has been made for the payment of the entire balance amount of 40% arrears in one instalment in the financial year 2005—2006 commencing from July, 2005.  Accordingly, Government direct that the entire balance of 40% arrears of commutation shall be paid in one instalment along with interest as admissible to General Provident Fund for the financial year 2004—2005 in cash in the current financial year 2005—2006 itself commencing from the month of July, 2005. 

4)  These orders shall apply to the employees who have retired between 1-1-96 and 31-3-98. 

5)  The Pension Pay Officer/Treasury Officer/Sub-Treasury Officer shall work out the balance 40% Commutation arrears due to the pensioners as on 31—3—2005 and disburse the entire amount of arrears along with interest in one instalment during the current financial year 2005—2006 commencing from the month of July, 2005.

6)  The payment of commutation arrears to all the pensioners should be completed on or before 31-8-2005 and a compliance report should be sent to Government in Finance Department in first week of September, 2005.

7)  The payment of commutation arrears shall be debited to the head of account as already  indicated in para—5 of the Government Order fifth read above. 

8)  For the purpose of calculating the interest on the entire balance amount of 40% commutation arrears the rate of interest admissible to the General Provident Fund account for the financial year 2004—2005 is 8%. 

9)  In respect of pensioners drawing pension under Public Sector Bank Scheme the concerned banks shall work out the balance 40% commutation arrears due to the pensioners and disburse the entire amount of arrears of commutation along with interest as indicated in the preceding paras.           

10)  Government is keen that the arrears are paid without any delay from July, 2005.  Pensioners Associations have represented that payment is often delayed as the necessary urgency is not shown by the office concerned.  Government desires that the  Head of Department should take personal responsibility to ensure prompt disbursement.
