AMENDMENT TO NOTIFICATIONS

SRO No.A 30/2000, -- In exercise of the powers conferred by sub- Rule (1)of Rule 45 of the Indian Electricity Rules , 1956, the Governor of Tamil Nadu hereby makes the following amendment to the Public Works Department . Notification No. SRO A –249/87, dated the 7th October 1987, published at pages 719 – 730 of Part III- Section 1 (a) of the Tamil Nadu Government Gazette , dated the 4th November 1987 ;-

In the said Notification , in the preamble, for the expression "Wiremen and Supervisors and "Power Generating Station Operators " , the expression " Wireman and Helper, Wireman , Supervisors, Power Generating Station Operator" shall be substituted.

NO.SRO –A 31/2000 – In exercise of the powers conferred by Sub-Rule (1) of Rule 45 of the Indian Electricity Rules 1956, the Governor of Tamil Nadu hereby makes the following amendments to the Regulations for the grant of Certificates of Competency to Wireman Helper , Wireman, Supervisor, Power Generating Station Operator and Licences to Electrical Contractors.
AMENDMENTS
- 1. In the said Regulation 2, -
(1) In clause (a), for the expression "Wireman and Supervisors and Power Generating Station Operation", the expression "Wireman Helper, Wireman, Supervisor and Power Generating Station Operator" shall be susbstituted ;
(2) In Clause (e) for the word "Wireman", the expression "Wireman Helper" or " Wireman " shall be sustituted.
(3) In clause (d) for the word "Wireman, the expression "Wireman Helper" or "Wireman" shall be sustituted.
- 2. In Regulation 6,
- (1) In Clause (1) after sub-clause (c), the following sub-clause shall be added , namely ;-
(d)" Wireman Helper Competency Certificate"
- (2) In Clause (2), in sub-clause (a), after the sentence ending with the word President, the following entry shall be added, namely :-
"Or a Wireman Helper Competency Certificate with experience for a period of not less than 5 years from the date of issue of Wireman Helper Competency Certificate by the Electrical Licensing Board and after checking their suitability by conducting an oral test by the sub-committee as may be appointed by the Board";
3.In Clause (3) – (i) in sub-clause (a) , -- (a) for item (i), the following items shall be substituted, namely :-
"(i) Qualifications and Experience (i) A pass in Diploma Examination in Electrical Engineering conducted by the Directorate of Technical Education of any State Government in India or a Pass in Degree Examination in Electrical Engineering conducted by any University in India or a pass in A.M.I.E. (Part A & B in Electrical Engineering) ; and atleast 2 years experience in erection, Operation or Maintenance in High Voltage Installation " ;
(b) After item (ii) , the following item shall be added, namely :-
"(iii) The persons, holding Wireman Competency Certificate with National Trade Certificate in Electrician or Wireman trade and have gained fifteen years of experience in High Voltage Insallations, from the date of obtaining Wireman Competency Certificate and after checking their suitability by Oral test conducted by the Sub-committee as may be appointed by the Board" ;
- after clause (4), the following clause shall be added, namely :-
" 5. Grant of Wireman Helper Competency Certificate – (a) Qualification ;-- A pass in the trade test in the trade of Wireman Helper conducted at any of the Government Industrial Training Institutes in the State of Tamil Nadu .
(b) Application – An application for the Certificate for the Wireman Helper shall be made in Form "WH appended to this Notification.
(c) Certificate – The Certificate shall be issued in Form "H" appended to this Notification.
(d) Nature of Works - Wireman Helper Competency Certificate Holder can be employed under an Electrical Contractor licensed by this Board for assisting the Electrician or Wireman under his employment or for assisting the Electrician or Wireman in an establishment for the operation and maintenance of Electricial works on authorisation. He shall not be authorised to do both the works simultaneously or authorised to carry out new installation works or additions and alterations to the existing installations independentally.
(e) Documents to be furnished by the applicant .—(I)Trade Certificate in the trade of Wireman Helper in original with attested copy.
- (ii) Proof for the date of birth in original with attested copy.
- (iii) Application form duly filled in with his photo and signature attested by Group A or B Officers.
- (iv) Prescribed fees.
- (v) Two Passport size recent photographs. Out of two, one shall be affixed in the application form and got attested by Group A or B Officer.
- (iv) Two Specimen Signatures on a plain paper.
- (f) Fees—For issue or renewal of Competency Certificate, the fees as prescribed by the Board from time to time shall be paid.
- (g) Refund of fees—Refund of fees shall be made to the applicant at the rate prescribed by the Board from time to time.
- 3. In Regulation 7, in clause (I), for sub-Clause (a), the following sub-Clause shall be substituted, namely:--
"(a) These certificates shall be renewed once in four years except Wireman Helper Competency Certificate which shall be renewed once in two years and the renewal application with full details shall reach the Board three months prior to the expiry of the validity of the certificate to avoid surcharge";
- 4. In Regulation 8,--(1) in clause (2),(i) in sub-clause (b), --
- (a) for the heading, the following heading shall be substituted, namely:-
"Staff to be employed " ;
- (b) Under the heading as so substituted for the sentence commencing with the words, "this licence" and ending with the words "following requirements" the following sentences, shall be substituted, namely :--
"This licence shall be granted to a person or a firm who shall employ the following staff namely :-- One Supervisor holding Supervisor Competency Certificate granted by the Board with a minimum Technical Educational Qualificiation of Diploma in Electrical Engineering, having installation experience for a period of not less than 2 years and completion of atleast 5 Nos. of High Voltage Works involving Transformer erection, producing Satisfactory evidence " ;
- (c) In items (ii), after the expression "Diploma in Electrical Engineering" the following shall be added namely :--
"or holding Supervisor Competency Certificate granted by the Board based on the Certificate of Competency issued by the Board of Examiners, Directorate of Technical Education , Chennai and having installation experience for a period of not less than 2 years and completion of atleast 5 Nos. of High Voltage Works involving Transformer erection."
- (2) In Clause (3), - in Sub-clause (a) for the expression " below 33 KV" , the expression "Works upto and inclusive of 33 KV", shall be substituted
- 5. In Regulation 11, for the expression "Wireman Competency Certificate", in two places where they occur expression "Wireman Helper Competency Certificate or Wireman Competency Certificate" shall be susbstituted ;
- 6. To the said Regulations , the following Appendix shall be added, namely :-

Instructions : -- 1, (i) Fees for Issue of Wireman , Helper Competency Certificate Rs.50 –Postage Rs.25 Total Rs. 75.
(ii) The fees should be paid by means of Crossed Indian Postal Order (or) Demand Draft obtained from any Scheduled Bank (Or) Co-Operative Bank drawn in favour of the Secretary , Electrical Licensing Board, Chennai and payable at Chennai . Remittance by any other method will not be accepted.
2. The signature of the applicant and the photo to be affixed in the application should be got attested by a Gazetted Officer . Out of three photos mentioned under item (5) of the instructions one photo should be affixed in the space provided in the application and the same should be attested by a Gazette Officer.
3. Applicant should have passed Trade Test in the trade of Wireman Helper conducted in any one of the Government Industrial Training Institute in the State of Tamil Nadu (Original Certificate with attested true copy should be furnished.)
4. Evidence of date of birth should be enclosed (Original with true copy).

5. Three copies of passport size photograph of the applicant (6 cm. X 4 cm.) taken not earlier than three
months from the date of application should be sent.
6 Applicant's sgnature in triplicate on a separate sheet of paper should be sent.
7.Applicant should furnish his old Wireman Helper Competency Certificate, while applying re-issue of Wireman Helper Competency Certificate along with reason for not renewing it in time.
8.Present employment certificate, if working.
- 9. Application will be considered only on receipt of list of passed candidates from the concerned Industrial Training Institute.
10. An application can be rejected for any reason in public interest.
- 11. All the columns should be answered in words and figures and no colums should not be left blank.
- 12. Application should be only in the prescribed Form obtained from this office.

CONDITIONS
1. This Certificate is granted by the Electrical Licensing Board, Tamil Nadu subject to the regulations made by the Government of Tamil Nadu under rule 45(I) of Indian Electricity Rules, 1956.
2. Wireman Helper Competency Certificate holder can be employed under an Electrical Contractor licenced by this board for assisting the Elctrician or Wireman under his employment or for assesting the Electrician or Wireman in an establishment for the operation nd maintenance of electrIcal works on authorisation. He shall not be authorised to do both the works simultaneously or authorised to carryout new installation works or additions and alterations to the existing installations independently.
3. This certificate holder cannot be permitted to undertake Electrical wiring works independently.
4. This certificate is not renewable by any authority other than this Electrical Licensing Board.
5. This certificate is renewable once in two years. For renewal it should be sent to this Office along with Demand Draft for a sum of Rs.25/- towards renewal fee, Rs. 25/- towards Postage two copies of recent Photos, two specimen signatures and present employment details, three months prior to the date of expiry.
6. If the Requisition for renewal together with all requisite particulars along with this Book-let and the prescribed fee is not received in this Office as specified above , a surcharge of Rs.10/- is payable in addition to the renewal fee for each month of delay and part thereof.
7. (a) If the Competency certificate is received after the expiry date mentioned in this certificate within a period of one year, i.e. equal to issue fees will be collected and the same Competency Certificate with existing number will be renewed from the date of renewal for the balanced period.
(b) If the requisition for renewable is not received within one year from the expiry date , fresh application should be given for re-issue.
8. This Certificate should be furnished for perusal while asking by the President /Secretary and Electrical Inspectorate Officers.
9. Duplicate copy of this Certificate will be issued when it is last or damaged on payment of a fee of Rs. 50/- with postage for Rs.25/-. Two copies of recent photos, two specimen signatures on Certification by the applicant of the loss or damage of the Competency Certificate and on production Court Affidavit and a Certificate from Police Department.
10. This Certificate is liable for suspension or cancellation when the holder is found guilty of malpractices/misconduct /negligence/incompetence in the work or for any other reasons in public interest or violates the provisions of Indian Electricity Rules, 1956, under which the Certificate is issued.
11. The holder of this Certificate should intimate the Board the name and address of the employer under whom he is employed from time to time and get it entered in the Competency Certificate if he leaves the service of a Contractor , he should immediately report the same to the Secretary
12. Change of address should be notified to the Secretary , with a Demand Draft for Rs.25/- towards postage expenses for returning the Certificate after making necessary entries
13. All the fees should be paid through Demand Draft obtained from any Scheduled Bank or Co-Operative Bank drawn in favour of the Secretary , Electrical Licensing Board, Chennai payable at Chennai. Remittances by cash or any other method will not be accepted.
14. All the letter should be addressed to the Secretary , Electrical Licensing Board, Thiru Vi.Ka. Industrial Estate, Guindy, Chennai – 600 032 .
15. In all correspondences the Competency Certificate No. should be quoted for easy reference.
16. All the application should be sent by the Registered Post, sending them in any other method is at their own risk.
