ORDER :

The Chairman and Managing Director, Tamil Nadu Energy Development Agency,  has proposed to provide electricity to 150 nos. of remote habitations which are not connected with the grid, through  solar devices.  The cost of electrification for each habitation is Rs. 10 lakhs and MNES will be providing upto 50% of the cost and the balance is to be provided by the State Government. The Chairman and managing Director, Tamil Nadu Energy Development Agency,   has requested to sanction Rs. 750.00 lakhs as State Share during 2003-04 under Part II Schemes. The total cost of the scheme  is Rs. 15.00 crores and State Government's share is Rs. 7.50 crores and the balance amount of Rs. 7.50 crores will be met  from the subsidy of Government of India, Minister of Non-conventional Energy Sources. 

2. The Government after careful examination accept the proposal of the Chairman and Managing Director,  Tamil Nadu Energy Development Agency, for electrification of 20 nos. of remote habitations only, and accordingly sanction, an expenditure of Rs. 100 lakhs (Rs.  one hundred lakhs only) as State Government  share for providing  electricity through solar devices for 20 nos. of remote  habitations.

3. The expenditure sanctioned in para 2 above shall  be debited to the head of Account "3425 Other Scientific Research 60 Others - 200 Assistance to other  Scientific  Bodies" - Schemes in the Tenth Five Year Plan II - State Plan - JE Assistance to Tamil Nadu Energy Development Agency - 09.  Grants in aid - 03. Grants for Specific schemes "(DPC No.3425-60-200-JE-0937)".

4. The expenditure  sanctioned in para 2 above shall not be paid in cash but will be credited to the P.D. Account of Tamil Nadu Energy Development Agency,  under the head of Account "K.Deposits and Advances (b) Deposits not bearing interest 8443.00 Civil Deposit - 800 other Deposits - AE Deposits of Government Companies Corporations etc -30 Deposits of Tamil Nadu Energy Development Agency" (DPC No.8443-00-800-AF-300-I).

5. The Section Officer  (Bills), Energy Department, is authorised to draw and disperse the amount as sanctioned in para 2 above.  The Section Officer  (Bills) Energy Department  is requested to prepare and present an adjustment  bill duly counter signed by the Under Secretary to Government (OP), Energy Department  in Pay and Accounts Office, Secretariat  Chennai -9 for transferring  the amount under intimation  to the Pay and Account Officer  (North) Chennai -1 for making necessary entries in the PD A/c. of Tamil Nadu Energy Development Agency. The Chairman and Managing Director,   Tamil Nadu Energy Development Agency,  is requested to send the utilisation certificate  for these amounts early.

6.  This order issues with the concurrence  of Finance  Department  vide its U.O. No.31436/Finance  (PWD II) / 03 dt.2.6.2003.
