ORDER

In exercise of the powers conferred by sub-rule (2) of rule 7 of the Indian Electricity Rules, 1956 and in supersession of all the previous orders on the subject, the Governor of Tamil Nadu hereby levies fees for testing, inspection and generally for the services of Inspectors or any officers appointed to assist the Inspector, as detailed below: -

 I.   Rates of fees for investigation etc., and for Technical advice

  1. 1.
  1. For investigation, preparation of plans and estimates and report on a scheme
  1. 4 per cent of the estimated cost of the work
  1. 2
  1. For scrutiny of drawings, specifications for tender purposes and report on tenders
  1. 4 per cent of the estimated cost of the work
  1. 3.
  1. For preparation of Specification only
  1. 3 per cent of the estimated cost of the work
  1. 4
  1. For supervision, inspection and control during execution.
  1. 12 per cent of the total cost of the work
  1. 5
  1. a) Tendering opinion on plans estimates and specifications not prepared by the Inspector
  1. 2 per cent of the estimated cost of the work

  1. b) Giving opinion on tenders forwarded to the Inspector for scrutiny.
  1. 2 per cent of the estimated cost of the work.

  1. For valuation of Electrical undertaking with furnishing details-
  1.  
  1. a) Works costing below ten lakhs of rupees
  1. Rupees four thousand plus 1 percent  of the valuation amount arrived at, plus halting allowance and traveling allowance of the staff employed.

  1. b) Works costing rupees ten lakhs and above
  1. Rupees six thousand plus 1 per cent of the valuation amount arrived at, halting allowance and traveling allowance of the staff employed.

  1. For valuation of Electrical under taking for the purchasing agency

2 percent of the valuation of the undertaking arrived at.

  1. 8.

The scale of fees for the technical advice of the Officers of the Electrical   Inspectorate shall be as follows: -

  1. a)
  1. For the services of the Chief Electrical Inspector to Government -- Rs.250 per hour

 

 

 

Subject to a minimum of Rs.600 per day.

  1. b)
  1. For the services of the Senior Electrical Inspector -- Rs.150 per hour
  1. c)
  1. For the services of the Electrical Inspector  -- Rs.125 per hour
  1. d)
  1. For the services of the Assistant Electrical Inspector  -- Rs.100 per hour
  1.  
  2. EXPLANATION.- (1) In cases where the fee charged on the above basis are not adequate to cover the actual expenses incurred by the Inspectorate in the preparation of specification referred to in item (3) above, the percentage may, at the discretion of the Chief Electrical Inspector to Government, be increased but in no case shall exceed 4 per cent of the cost of the work. 

(2) The fees prescribed above do not include one percent of the works expenditure on account of audit because this charge is not leviable in the case of work done on behalf of other departments of Government vide rule 7(iii) of Appendix -7 to the Tamil Nadu Public Works Department Accounts Code whereas it is leviable in the case of works done on behalf of local bodies and private individual 1 percent of the work expenditure shall therefore be levied in addition to the fees prescribed above in all cases where percentage on account of audit is leviable under the rules. 

(3) A period of six hours shall be counted as one day. 

  1. II.  Testing, inspection and other services of the Inspectors: -

Fees shall be levied for inspection and testing generally for the services of the officers of the Electrical Inspectorate in accordance with the scale specified in the schedule subject to the following conditions: -

 (1)   Inspections or test by the Inspector by virtue of the powers vested in him by the Indian Electricity Rules, 1956 shall not ordinarily be more frequent than once in an official year. If there be more than one inspection, examination or test in any official year, only one fee shall be levied during that period. 

  1. (2)   Where the licensee or the Tamil Nadu Electricity Board or the ‘OWNER’ reports that the installation is completed and ready for inspection but during the inspection carried out on the basis of such report, it is found that the installation is incomplete and that a subsequent inspection is necessary, full fee shall be charged for each subsequent inspections.  Where, in the opinion of the Inspector, it is considered that a check inspection is necessary, fees shall be levied and collected at 50 percent of the rates given under sections I, II, III, V, VI, IX, XI and XII  in Schedule I. 
  2. (3)   Any addition of medium or high-pressure equipment to an existing installation shall be treated as new installation. 
  3. (4)   The fees prescribed in the Schedule I, II and III shall be demanded by the Inspector before the inspection, examination or test.  Any amount due to Government, in excess of the demand already made, shall be paid within thirty days from the date of receipt of the bill, into the Government treasury or into the Reserve Bank of India, Chennai or in any of the branches of the State Bank of India doing Government business to the credit of the Government under the relevant head. 

EXPLANATION.- “OWNER” includes an occupier of any building, place, carriage or vessel   in which electrical energy is generated, received, or used, or is about to be generated, received, or used. 

  1. (2)   “OFFICIAL YEAR” means the year commencing on the first day of April. 
  2. (3)   The scale of fee ordered as above shall be reviewed once in 5 years.

The above revised fees shall come into force with effect from the date of issue of this order.

 

This order issues with the concurrence of the Finance Department vide its U.O.No.958/FS/P/2002 dated 16.3.2002.

SECTION I

For any inspection, examination or test where energy is or about to be supplied or used at Medium Voltage installations consisting of motors, synchronizers, condensers, transformers etc.

For any inspection, examination or test where the energy is or about to be supplied or used at high voltage.

A.  Transformer (High voltage/Medium voltage)

For inspection of Neon signs and X-rays and High frequency installation.

EXPLANATION.- The fee should be calculated for each plant irrespective of the fact whether it is single phase or 3 phase.

(2)    A single or group of Transformers having an aggregate input not exceeding 1000 VA and connected to a single primary circuit will constitute one unit. 

SECTION VI 

For the inspection, examination or test of any electrical installation, appliance for generating, receiving or distributing electrical energy in any factory within the      meaning of Factories Act, 1948 (Central Act LXIII of 1948) or belonging to any other person who is not an electric supply licensee owning a generating or receiving station.

SECTION XI

         (1)       For inspection of electrical installations
                    and wiring in High Rise multistoried
                    buildings more than 15 meters in height and
                    up to and inclusive of 24 meters height.         ..         Rs.5000/- 

         (2)       For multistoried building exceeding 24 meters

EXPLANATION.- For multistoried buildings availing H.T. supply, fees for the  inspection of  transformers shall be charged extra as per section-II. Generators and other equipments need not be billed. 

  1. (i)   For multistoried buildings availing L.T. supply, fees for the generator and other equipments need not be levied separately. 

SECTION XII

Fee for the inspection or examination of switchboards.

(i)  Medium voltage up to and inclusive of 250 Amps ..         .. No fee 

ii) Medium voltage above 250 Amps up to and inclusive

EXPLANATION.- Switch boards of rating up to and inclusive of 250 Amperes, fuse distribution boards, miniature circuit breakers, distribution boards, and machine control panel need not be billed.   

  1. (i)       Switch board means a unit which consists of more than one switch gear

          for this purpose.

 (ii)      Power control centres (PCCs) and motor control centres (MCCs) should

          be treated as switchboards for this purpose.

 

SECTION XIII

 Fee for deciding any case of difference or dispute arising under Section 21(4), 26(6) or Clause VI (3) of the Schedule to the Indian Electricity Act,1910 (Central Act IX OF 1910) referred to the Electrical Inspector. 

         (1) L.T. Consumer         ..         Rs.100/-
         (2) M.V. Consumer        ..         Rs.250/-
         (3) H.T/EHT Consumer   ..         Rs.1, 000/- 

SECTION XIV

(rule  53(2) of Indian Electricity Rules 1956)  

Fee for an inspection, examination and testing of any electrical installation at the request of any supplier or consumer not falling within the purview of the above scales, actual expenditure incurred in addition to the charges as noted below: 

         (1)       For L.V. installation                 ..         Rs.100/-
         (2)       For M.V. installation                ..         Rs.250/-
         (3)       For H.V. and EHV installation   ..         Rs.1000/- 

NOTE:  (1) For the inspection of furnace transformers, autotransformers and Furnaces  (HV/HV, HV/MV, HV/LV, MV/HV, MV/MV, MV/LV) the fees as admissible to HV/MV transformers shall be collected

(2) In case of induction furnace, the furnace crucibles should be billed separately and in case of arc furnaces, the transformer and furnace should be treated as one unit.

(3) The capacitors and reactors in the static frequency converter should be billed and static frequency converter need not be billed separately. 

(4) Fee should be collected for Direct Current Motors as per Section I irrespective of the voltage. 

(5) All lights, fans and other single phase equipments including motors, the loads to be added as watts and expressed in KW and consolidated load treated as single unit and billed under Section I. 

(6) All 3 phase loads should be reckoned i.e motors in KW and others in KVA.

 

(7) Welding Transformers should be reckoned in KVA whether it is single phase or poly phase.

(8)  Transformers, rectifiers and generators should be reckoned in KVA. 

(9) In the case of rule 51 inspection, the fees as applicable for rule 63 should be collected.

(10) All the equipments belonging to the H.T. consumers irrespective of the fact whether it is Low Voltage or Medium Voltage or High Voltage shall be inspected and tested by the Officers of the Electrical Inspectorate and the fee due in the Schedules I and II shall be collected.

(11) A sum of Rs.100/- shall be collected for the issue of duplicate certificate under the Indian Electricity Act, 1910 (Central Act I X of 1910) and Indian Electricity Rules, 1956 by the Officers of the Electrical Inspectorate and supplier.

(12) In case where the stabilisers/step down transformers are feeding single phase loads /LV loads, they shall be treated as power consuming apparatus and billed as per Section I. 

(13) The equipments permitted under rule 63 should be commissioned within one year from the date of the issue of permission, failing which fresh permission should be obtained, remitting 50 percent of the fees for re-inspection. 

(14) A minimum fee of Rs.1000/- shall be charged per inspection in the case of rule 63 inspections.

(15) For the statutory inspection of the suppliers installation, such as power house, EHV/HV and HV/HV sub-station, fee shall be levied as per sections II and III.

(16) Capacitors connected across the motor terminals need not be billed separately.

SECTION I 

EHV INSTALLATION

                     the up stream and down stream installation

Note: (1) For buildings availing HT supply, Transformer shall be billed extra as per Section II B above.  Generator and other equipments need not be billed.

          (2) The equipments should be erected and completion report sent within three years  from the date of drawing approval failing which fresh approval should be obtained  after remitting the drawing scrutiny fee in full.
