ORDER:

            The Government of India’s scheme for abatement of Pollution of highly polluted stretches of River Cauvery in Tamil Nadu with equal sharing of expenditure by the Central and State Government at a cost of Rs.38.20 crores was approved by the Government of India as a centrally sponsored scheme.  The Government of India, Ministry of Environment and Forests have conveyed the sanction and release on 50% share basis for the various components of the works in Pollution abatement in respect of 5 stretches viz. Tiruchirapalli, Erode, Komarapalayam, Bhavani and Pallipalayam in stages and the Department of Environment is implementing the above four schemes.  The Utilisation Certificate is sent to Government of India periodically.

            2. In connection with monitoring the implementation of the scheme, it was decided to create a Project Management Cell.  The Project Management Cell is considered to be essential for effective planning and implementation of the above National River Action Programme.  The functions of the Project Management Cell would be (a) Selection of design standard plans, tender documentation (b) liaison with Government and funding agencies for procurement of funds and budget control (c) Preparation of over all detailed budget and (d) Project Management.

            3. The Government of India has also given acceptance for the formulation of Project Management Cell for co-ordination and monitoring of the National River Conservation Programme in Tamil Nadu and to meet the expenses from the Savings in Centages. 

            4. The above proposal was placed before the Empowered Committee Meeting held on 19.12.96 and it was approved by the Empowered Committee, subject to the condition that the proposal be modified suitably in consultation with the Finance Department.  Accordingly, the Director of Environment has sent the revised proposal at a total cost of Rs.17.28 lakhs with required staff and requested the Government orders for the formation of Project Management Cell.

            5. The Government accept the proposal of the Director of Environment and sanction an expenditure of Rs.17.28 lakhs (Rupees seventeen lakhs and twenty eight thousand only) towards the formation of Project Management Cell as detailed below:

 

            1. Non-recurring cost towards office                                                    Rs.  7,70,000

                facilities and equipment for the Project

            2. Recurring cost towards staff salaries and travel costs                  Rs.  6,78,000

                

            3. Recurring expenses towards rent, office                                        Rs.  2,80,000

The Director of Environment is authorised to incur the expenditure towards the Project Management Cell from the sufficient savings in the overall centages approved by Government of India towards the implementation of the works relating to the abatement of Pollution in the five stretches of Cauvery under National River Conservation Programme.

            6. The Government also sanction the following staff for the effective functioning of the Project Management Cell.

            7. The expenditure sanctioned above shall be debited to the following new Head of Account to be opened under Demand-52.

            3435 – Ecology and Environment

                04 – Prevention and Control of Pollution Control

              103 – Prevention of Air and Water Pollution Schemes in the Ninth Five Year Plan

                VI – Schemes shared between State and Centre

                UB – Establishment of Project Management Cell for the Cauvery Action

            8. The Director of Environment is the Estimating, reconciling and controlling authority of the above head of account.

            9. The Pay and Accounts Officer/Treasury Officers are requested to open the new sub head of account in the account.

            10. The Director of Environment is requested to issue proceedings for opening of relevant detailed/sub-detailed head of account and mark a copy of Finance (BG-II) Department for allotment of D.P.Code.

            11. The expenditure sanctioned above is in a “New Service” and the approval of the Legislature will be obtained in due course.  Pending approval of the Legislature the expenditure will be met initially by an advance from the Contingency Fund orders regarding which will be issued in Finance (BG-I) Department.  The Director of Environment shall apply to Finance (BG-I) Department in the prescribed proforma for sanction of Contingency Fund Advance along with copy of this order.

            12. The Director of Environment is requested to take immediate action for the formation of Project Management Cell sanctioned for monitoring the implementation of the works under Cauvery Action Plan and ensure that the amount allotted is utilised in full within the financial year 1997-98.

            13. This order issues with the concurrence of Finance Department vide its U.O.No.50132/CMPC/97-1, dated 27.6.97.
