ORDER:
1. In
pursuance of the orders of the Supreme court of India in its judgement dt.27-1-99, the
Central Pollution Control Board has informed that the Appellate Authority constituted by
the State government under Section 28 of the water (Prevention and control of Pollution)
Act 1974. Section 31 of the Air (Prevention
and Control of Pollution) Act 1981 or any other rules is always headed by a judge of the
High court sitting or retired and a group of Scientists of high ranking and experience to
help in the adjudication of disputes relating to Environment and Pollution.
2. The Government in
consultation with the Tamil Nadu Pollution Control Board and after careful consideration
modify the orders issued in G.O.Ms.No.190, Environment and Forests Department dt.2-7-98
and constitute the Appellate Authority with the following members:

3. Honble Justice P.Bhaskaran will act as
Chairman of the Appellate authority without prejudice to his present assignment as the
Chairman of Loss of Ecology (Prevention and Payments of compensation) authority and Dr.
K.R.Renganathan as Member without prejudice to his present assignment as Member Secretary
of the Loss of Ecology (Prevention and Payments of compensation) Authority for the State
of Tamil Nadu Constituted by the Central Government.
4. The above Appellate Authority shall be treated as
First Class Authority.
5. This order issues with
the concurrence of finance Department vide its U.O.
No.69831/AH&F/2000-1 dt.8-9-2000.
