ORDER

The Tamil Nadu Afforestation Project is being implemented in Tamil Nadu for the past six years commencing from l997-98 with assistance of Japan Bank for International Cooperation (JBIC). The project aims at massive tree plantation programme in the State to bring about balanced ecological upgradation and to meet, to the extent  possible, the requirements of the local people with respect to wood and non-wood forest produces.

2. The Programme Villages selected under Tamil Nadu Afforestation Project (TAP) are located in the interior and remote areas  and spread all over the State so that the gradual  restoration of the degraded  reserved  forests and social upliftment of the poor  villagers is felt throughout the State.   Joint Forest Management strategy is  people participatory in nature.   In order to consolidate  the good works done in the watershed and in the buffer zone and the gains made so fair, it is absolutely necessary that the Tamil Nadu Afforestation Project villages so far covered under Tamil Nadu Afforestation Project are to be offered  their due attention on maintenance of a few more years.  In order to achieve  this object, Hon'ble Minister for  Forests and Environment announced in the Legislative Assembly that a sum of Rs.l0.00 Crores  will be provided to take up maintenance works in l000 Tamil Nadu Afforestation Project Villages at the rate of Rs.50,000/- per village for two years during 2003-2004 and 2004-2005. In pursuant to the above, the Principal Chief Conservator of Forests has sent proposal to the sanction of Rs.l0.00 Crores for the above purpose.

3. The Government, after careful consideration, accept the proposal of the Principal Chief Conservator of Forests and sanction a sum of Rs.5.00 Crores (Rupees Five Crores only) for maintenance  works in the l000 Tamil Nadu Afforestation Project Villages during 2003-2004 and Rs.5.00 Crores (Rupees Five Crores only) for the year 2004-2005 at the rate of Rs.50,000/- per village in l000 Villages as detailed below:

4. The expenditure sanctioned in para 3 above shall be debited to:

"4406.Capital Outlay on Forestry and Wildlife-o1 Forestry -102 Social and Farm Forestry II State Plan-PC Tamil Nadu Afforestation  Project funded by overseas Economic-Cooperation Fund-16. Major Works (D.P.Code 4406-01-102-PC-1603)"

5. This order issues with the concurrence of Finance Department vide its U.O.No.389/JS(TB)/2--3 dated 01.12.2003.
