ORDER

The Hon'ble Minister (Forests & Environment ) had   made an announcement in the Legislative Assembly  during the Budget Session of 2003-2004 that the scheme of planting of teak trees in Padugai lands will be implemented for a period of five years from 2003-04 to 2007-2008 at a cost of Rs.25.00 Crores.

2. In pursuance of the above announcement, the Principal Chief Conservator of Forests  first sent a proposal  on Padugai teak planting project at a cost of Rs.24.85 Crores during a period of five years from 2003-04 to 2007-08.  The total area proposed to be covered is l6,050 ha. and it is proposed to implement this scheme in the Padugais of Thanjavur, Madurai, Tiruchirapalli, Erode, Salem Pollachi Forest Divisions during 5 years commencing from 2003-2004. Subsequently  the Principal Chief Conservator of Forests  has sent a revised proposal modifying the  project cost from Rs.24.85 Crores to Rs.2l.39827 Crores as detailed in the annexure.

In his letter  third read above, the Principal Chief Conservator of Forests  has further stated  that the District Forests Officer, Thanjavur has incurred  an expenditure of Rs.l.5847 Crore covering an area of 2600 ha. in the current year in order to prevent massive encroachments that the felled areas were subjected to.  The requirement of funds for this area in the current year is Rs. 1.5847 Crore.  He has also informed that the targets set apart  for Trichirapalli, Madurai, Salem, Erode  and Pollachi Divisions will be tackled during 2004-2005.  He has therefore requested to provide Rs.1.5847 Crore  for Thanjavur Division during 2003-2004 and to apportion the balance amount for the next four years.

The Government after  careful examination, accept the proposal of the Principal Chief Conservator of Forests  and accord administrative approval for the  cultivation of  teak in  Padugais in Thanjavur, Tiruchirapalli, Madurai, Erode, Salem and Pollachi Divisions at a total cost of Rs.2l.39827  Crores (Rupees Twenty One Crores, Thirty Nine Lakhs, Eighty Two Thousand Seven Hundred only) during a period of five years from 2003-2004 to 2007-2008 covering an area of l6,050 ha. as detailed in the Annexure to this order. Sanction is also accorded  to incur an expenditure of Rs.l.5847 Crores (Rupees One Crore Fifty Eight Lakhs and Forty Seven Thousand only) for Thanjavur Division for 2003-2004 and the balance amount of Rs.l9.8l357 Crores  shall be apportioned for the next four years from 2004-2005 to 2007-2008 at four equal annual provision for covering the area proposed in the above said six Divisions.

5. The expenditure  sanctioned in para 4 above shall be debited to "4406.Capital Outlay on Forest and Wild Life- 0l.Forestry-105 Forest Produce-Scheme in the Tenth Five Year Plan-II State Plan- JB.Teak Plantations-16. Major Works" (DPC 4406-01-105-JB-1605).

6.  The expenditure sanctioned in paragraph 4 above is an item of "New Instrument of Service" and approval of the Legislature will be obtained in due course. Pending approval of the Legislature the expenditure will be met by sanction of an advance from Contingency Fund  and orders for which will be issued by Finance (BG-I) Department. The Principal Chief Conservator of Forests is requested to apply in the prescribed form enclosing a copy of this order to Finance (BG-I) Department for sanctioning the advance. He is also requested to send necessary proposals to Finance Department for inclusion of the expenditure in the Final Supplementary Estimate for bringing it to the notice of the Legislature.

7. This order issues with the concurrence of Finance Department vide its U.O.Note.6703/AH&F/04 dated 29.01.2004 and Additional .Sanction Ledger No.1071.
