ORDER:

In the G.O. read above, the Government have issued orders for the implementation of National Agricultural Insurance Scheme in the State from 1999-2000.  Due to administrative reasons, the Government have implemented the scheme only from Kharif 2000.  The State Level Coordination Committee on Crop Insurance for monitoring National Agricultural Insurance Scheme have notified the crops and blocks for kharif 2003 season as indicated below:-

2. The modalities of the schemes are as follows:-

1)     The premium subsidy will be phased out on the sunset basis in a period of three to five years, subject to review of financial results and the response of the farmers at the end of the first year of the implementation of the scheme.

 

2)     Fifty percent subsidy is allowed for Small and Marginal farmers for the first year 2000-2001.  From the subsequent years, the subsidy portion will be reduced in a phased manner. For the year 2002-2003, the percentage of subsidy is 20%.

 

3)     The State Government have to pay a service charge at 1.25% of the total premium (50% of 2.5% of total premium)

 

3.The Agricultural Insurance Company has now sent the details on the premium subsidy payable by the State Government towards the State Government's share of premium subsidy for Small and Marginal farmers for Kharif (other crops)2003 season

4. Based on the particulars furnished by the Agriculture Insurance company, the Registrar of Cooperative Societies has requested the Government to sanction a sum of Rs.12,868/- (Rupees Twelve thousand, eight hundred and sixty eight only) as detailed below:-

5.The Government accept the proposals of Registrar of Cooperative Societies and sanction a sum of Rs.12,868/- (Rupees Twelve thousand, eight hundred and sixty eight only) towards the settlement of State Government share of premium subsidy for Small and Marginal farmers for Kharif (other crops) season 2003 together with service charges to the banks.

6.The expenditure sanctioned in para 4 above shall be debited under the following head of account.

“2401.00 Crop Husbandry-110 Crop Insurance-Schemes in the Tenth Five Year Plan-II State Plan-J.A Grants to Small and Marginal Farmers enrolled under Crop Insurance Scheme-09.Grants in Aid-03 Grants for specific schemes (DPC 2401 00 110 JA 0938)”

7. There is a budget provision of Rs.25.00 lakhs in the Budget Estimate for 2003-2004 under the relevant head of account mentioned in para 6 above.

8. The Joint Registrar of Cooperative Societies (Intensive Agricultural Area Programme) in the office of the Registrar of Cooperative Societies is authorised to draw the amount of Rs.12,868/- sanctioned in para 5 above and disburse it to the Agricultural Insurance Company of India, Chennai.

9.This order issues with the concurrence of Fin. Department vide its U.O.No.13721 / C.F & C.P / 04 dated 4.3.2004.
