ORDER:

On 28.03.2003 the Hon'ble Chief Minister announced in the floor of the Legislative Assembly, a package of relief schemes for the small and marginal farmers who were adversely affected by the drought conditions in the State.  One of the announcements relates to the waiver of interest on crop loan given to these farmers.

 

2. Accordingly the Government have issued orders in the G.O. first read above  for waiver of the interest due from the small and marginal farmers on crop loans availed by them from the cooperative banks provided  they possess the annawari certificate issued by the competent revenue officials.  The Government have also sanctioned a sum of Rs.20.00 crores towards this scheme as the first instalment.   It was also ordered that the balance amount will be released on receipt of proposals detailing the exact amount of funds required for the waiver from the Registrar of Cooperative Societies .

 

3. The Registrar of Cooperative Societies has sent proposals to Government for sanction of Rs.61.05 crores towards waiver of interest to eligible small and marginal farmers in 18 District Central Cooperative Banks.  A sum of Rs.20.00 crores was already sanctioned by the Government.  There is a balance of Rs.41.05 crores. 

 

4. The Government after careful consideration of the proposals of the Registrar of Cooperative Societies  sanction a balance  sum of Rs.41.05 crores (Rupees Forty one crores and five lakhs only) for the implementation of the scheme ordered in the G.O. first read above.


5. There is a provision of Rs.41.05 crores in the final Supplementary Estimate 2003-2004.

 

6. The expenditure sanctioned in para 4 above shall be debited to the following head of account:

"2425.00 Cooperation – 107 Assistance to Credit  Cooperatives Schemes in the Tenth Five Year Plan II  State Plan JY Waiver of interest to the small and marginal farmers 09. Grants in Aid-03.  Grants for Specific Schemes (DPC No.2425 00 107 JY 0939)

 

7. The Joint Registrar (IAAP) in the Office of the Registrar of Cooperative Societies  is authorized to draw and disburse the amount to the District Central Cooperative Banks concerned through the Tamil Nadu State Apex Cooperative Bank Limited. The District Central Cooperative Banks in turn, will disburse it to the beneficiaries as and when claims are received.

 

8. This order issues with the concurrence of Finance Department vide its U.O. No.27 / SS (KSG) / 04 dated 21.02.2004.
