ORDER: 

The Public Distribution System was intended to make available some essential commodities to the general public particularly in times of scarcity and to the poorer and the downtrodden as a social safety measure.  In the current scenario of plentiful availability of Public Distribution System commodities in the open market, the Government considers that the availability of the commodities through  Public Distribution System outlets may be restricted to the really needy.  This will not only reduce  the cost to the  Exchequer of the State, but will prevent bogus billing, misuse of family cards and diversion of Public Distribution System commodities into the  open market by unscrupulous elements. The Government hereby orders that ration card holding  families which have one or more income tax assessees / sales tax assessees and families having monthly income of Rs.5,000 above will be entitled  only to an "H"  or Honorary card. Such families can go in for  honorary family cards by converting the existing ones as ordered in the Government Order second read above, for the purpose of identification.  An "Honorary" card holder cannot draw commodities from the Public Distribution System.

2. The Government  will issue detailed instructions to give effect the orders mentioned in para-1 above separately.
